Specifics of Recruitment

Based in Seoul, the Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such as poverty reduction, job creation, social inclusion, and environmental sustainability. The organization partners with countries, multilateral institutions, government bodies, and the private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.

The Investment and Policy Solutions Division (IPSD), based at GGGI's Seoul headquarters, supports implementation of green growth by:

• Providing technical and financial know-how through advisory services to country programs in GGGI’s four thematic areas of energy, green cities, sustainable landscapes and water;
• Working with the Green Growth Planning and Implementation Division (GGP&I) on the development of green growth policy and projects in the four thematic areas – Green Cities, Sustainable Energy, Water, Sustainable Landscape;
• Converting green growth experiences/best practices gained through country activities and engagement to global and sub-regional knowledge-sharing programs and national capacity building activities;
• Developing bankable projects for green growth implementation.  

Project Background:

GGGI in consultation with the Government of Senegal (GoS) has identified Green City Development as a priority to achieve green growth in Senegal. GGGI is currently providing technical support to the GoS in the next phase of the “Roadmap for implementation of Green Secondary City Guidelines", which was validated by the Government in 2016. Sanitation and wastewater management have been identified as an urgent challenge to be tackled in emerging secondary cities, with expressed support from the GoS.

Against this backdrop, a secondary city of Senegal – Tivaouane - was recommended by the GoS as a pilot city to implement a decentralized sanitation system that is sustainable, affordable, and effective in meeting the needs of urban households, and ensures safe and hygienic services in fecal sludge treatment. According to a technical study conducted by ONAS in 2015, almost 100% of sanitation facilities in Tivaouane are on-site, as a conventional sewer network is lacking in the city. At present sanitation facilities consist of septic tanks (65%), water proof tank (24%), and traditional latrines (11%). Therefore, sustainable management of fecal sludge treatment is imperative for environmental, social, and health outcomes.  

Based on the findings from an initial scoping mission conducted by GGGI, several challenges were found in existing practices in fecal sludge management and treatment; i) Limited capacity of the FST plant to effectively handle both regular and peak flow, especially during the religious festival period called “Gamou” (Fecal sludge collected during Gamou is 5 times more than the average during the non-Gamou period), ii) Disorganized network of service providers and collectors, iii) Poor transportation fleet of operators, iv) Limited access to hygienic desludging services in informal settlements, and v) limited end-use of  fecal sludge collected.  

The next stage of the project aims to develop institutional arrangements/mechanisms for service delivery from collection, transport, and disposal of fecal sludge (FS), which increases private operators’ service quality and access to finance in Tivaouane.

Objectives/Purpose of the Assignment:

The overarching objective of this consultancy is to design innovative institutional mechanisms and business models to support private operators to improve service quality and access to finance. This assignment is to provide recommendations on institutional arrangements/mechanisms to effectively collect and prevent illegal/informal discharge of FS in Tivaouane including neighboring satellite cities – Pire and Ndiassane. This will also highlight innovative mechanisms to improve the service quality of private operators with a focus on strengthening network of service providers and the communication channel between the operators and households. Finally, the assignment will link the institutional mechanisms to increasing access to finance for private operators in order to improve transportation fleet and facilities. The final report shall reflect consolidated comments collected through the consultation workshop with the multiple stakeholders associated with the sanitation value chain in Tivaouane, Pire, and Ndiassane.  

Scope of Work:

The consultant will be primarily responsible for developing institutional arrangements/mechanisms to improve service quality in collection/transport/disposal of FS and to promote a sustainable financial flow model of decentralized fecal sludge services in a secondary city of Senegal - Tivaouane. The main tasks for this assignment include:

1. Preliminary research and project preparation   

The consultant shall conduct desktop/on-site research to obtain data and information on current institutional arrangements and financial flow models for collection, transport, disposal and treatment of FS in Tivaouane and neighboring satellites cities - Pire, and Ndiassane. In support of GGGI’s technical team, she/he will clearly identify key challenges in FS service delivery/disposal facing private operators and the FTP operator in Tivaouane. She/he shall identify major stakeholders to fill the gap in the data and information collected through preliminary research and arrange site visits and stakeholder meetings as preparation for the field mission joined by GGGI’s technical team in July 2018.    

2. Recommendations on institutional arrangements/mechanisms and financial flow models  

Based on the findings from the preliminary research and field missions, the consultant shall produce a technical report to present recommendations and answers to the following questions but not limited to:

• What would be the catalytic institutional arrangements (e.g. licensing, contractual service agreement, call centers, etc.) to improve quality of services provided by private operators?
• What would be most suitable institutional arrangements/mechanisms (e.g. financial incentives, penalty, dual licensing, transfer stations) to prevent illegal discharge of FS practiced by private operators including “Gamou” period?
• What would be innovative institutional mechanisms to increase access to finance for private operators in order to improve transportation fleet and facilities?  

 The report shall include pros/cons of recommended institutional arrangements/mechanisms and step-by-step strategies for implementation. It shall also identify capacity development needs for local stakeholders at the implementation stage. 

3. Multi-stakeholder consultations and delivery of the final report.

The consultant shall deliver the presentation files including key recommendations from the report at least 2 weeks prior to a planned multi-stakeholder consultation workshop. At the workshop, the consultant will collect comments and feedback on the technical reports from local stakeholders and reflect this in the final report. She/he will co-facilitate small-group discussion with GGGI’s technical team to gather overall feedback.

The final report reflecting comments collected from the consultation workshop will be produced and presented to the local government of Tivaounae. It shall also identify capacity development needs for local stakeholders at the implementation stage. 

Output/Reporting Requirements/Deliverables:

The consultant will report to the GGGI Green Cities project manager (HQ), under the overall guidance of the Green Cities Global Lead, Investment and Policy Solutions Division (IPSD). The consultant is highly recommended to be based in Senegal for the majority of the contract period especially during the feasibility study.

She/he is expected to deliver following outputs in accordance to the timeline and payment schedule below:

All reports must be in English (United States usage), prepared in accordance with GGGI’s formatting requirements, and submitted in electronic formats along with complete sets of raw data, research materials, and related information.

Qualifications/Experience/Expertise

• Advanced degree (at least Masters) in environmental engineering, urban planning, urban economics, public policy, sustainable development, wastewater and sanitation or other relevant fields
• At least 8-15 years’ relevant experience in the urban environment sector, with preference to experience in urban wastewater management in developing countries
• Strong analytical, drafting and editing skills are a prerequisite
• Ability to work in teams and accommodate multiple inputs and respond in a timely manner

• Demonstrated project and field experience related to decentralized wastewater systems and/or sanitation in the developing world. Consultancy/project experience in Senegal is desirable, and Africa is highly desirable
• Professional experience in market research including supply chain and demand side analysis is preferred
• Project experience in supporting small/informal business in wastewater system is an advantage

• Fluency in written and spoken English is required
• Fluency in spoken French is highly desirable
