NORCAP is the Norwegian Refugee Council’s expert deployment capacity. It consists of several, world-leading standby rosters, one of which is NORDEM, the Norwegian resource bank for democracy and human rights. NORCAP strengthens international and national partners’ capacity to prevent, prepare for, respond to and recover from crisis. We do this by delivering the right expertise, building strategic partnerships and advocating for more effective action. Our NORDEM experts specialise in human rights and support for democracy. 

Are you a Norwegian citizen, interested in democracy and elections, with a desire to work with people from different cultures?

Would you like to put your strong communication abilities and information gathering skills to good use in an international environment?

We are now recruiting election observers.

As an election observer, you will assess how an election is conducted  against national legislation and international standards for democratic elections.

An election observer should be available for short assignments (1-2 weeks) and long assignments (6-12 weeks), on 1-4 weeks notice.

 

What we ask of you:

  • A minimum of three years' relevant work experience within analysing, reporting, research and/or public administration.
  • Experience from election management and/or democracy support in a national or international setting
  • Strong English skills, oral and written
  • Fluency in French, Spanish or Portuguese (CEF-level) is an advantage
  • Ability to work in a collaborative manner with team members from different cultures and with multiple stakeholders at various levels
  • Willingness to work in challenging conditions
  • Good health (medical certificates are required for many missions)
  • Norwegian citizenship and a valid passport

 

We offer:

•          Norwegian pay scale 53 for short term assignments (1-2 weeks) and 58 for long term assignments (6-12 weeks)

•          Overseas allowance (67 % of level of Norwegian Embassy Secretary)

•          Hardship and Risk allowance where applicable

•          NORCAP covers travel and accommodation
