The EIB, the European Union's Bank, is seeking to recruit for its Projects Directorate (PJ) - Energy Department (ENERGY) - Energy Efficiency & Small-scale Energy Projects (EE&SE) at its headquarters in Luxembourg, a:

(Senior) Energy Efficiency Engineer 

This is a fulltime position at grade 5/6

Appointments will be for a period of 4 years

The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs,

with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.

Background

The Projects Directorate provides advice and independent opinions to the EIB’s decision makers on the quality and risks of investment projects. It plays an important role in advising promoters on the development and implementation of projects either directly or through external consultants. PJ is also involved in policy formulation for the EIB to respond to EU policies.

Purpose

You will assess, within multi-disciplinary teams, the technical viability and environmental sustainability of projects and programmes in accordance with procedures of the EIB. This is done in the context of the EIB’s due diligence process, which involves among other activities the review of the technical documentation received from the promoter. It also involves the preparation of an appraisal report summarizing the findings as well as other relevant documents for the internal processing of the operation. Upon approval of the project by Governing Bodies of the Bank, you will also have an active role in the technical monitoring of the project until its completion.

In addition, you will be involved in the assessment of requests for technical assistance (TA) under programmes managed by the Division. Upon approval of these requests, you will also actively participate in the monitoring of the TA activities until completion by the promoter.

You will also prepare studies on energy matters and contribute to the development of EIB energy objectives. In the particular case of the Energy Efficiency & Small-scale Energy Projects (EE&SE), the focus is on energy efficiency projects across all sectors of the economy (e.g. buildings and other demand side energy efficiency projects).

Operating network

You will be part of the Energy Efficiency and Small Scale Energy Projects (EE&SE) Division within the Energy Department. You will report to the respective Head of Division and closely cooperate with the other professional staff of theDepartment, other PJ departments and EIB staff, notably those participating in lending operations and advisory work. You will need to work with a high degree of autonomy, maintaining external contacts with firms, organisations, public authorities and EU institutions, as appropriate. You will also be representing the EIB at high-level meetings with promoters and EU counterparts and/or at external events.

Accountabilities

  • Ensure technical assessment, within multidisciplinary teams, of investment projects and programmes concerning energy efficiency, small renewable projects and co-generation projects (as defined above), including compliance with EU and EIB's environmental and procurement policies, to the required quality standards.
  • Assess and manage technical assistance projects concerning energy efficiency, small renewable projects and co-generation projects.
  • Cooperate closely with the Lending Directorates and provide assistance to the early screening of investments.
  • Prepare appraisal and monitoring reports of projects and programmes in order to determine if they can be co-financed by the EIB.
  • Prepare appraisal and monitoring reports of technical assistance projects and programmes.
  • Prepare technical specifications for the procurement of consultants and supervise the intermediate and final deliverables of those consultants in the context of the management of project development assistance funds received from donors (and namely the European Commission).
  • Monitor on-going projects to verify their alignment with the agreed objectives, EIB safeguards and prepare the corresponding project completion reports after the last disbursement.
  • Track the evolution of the legal and regulatory framework for the projects as well as the applicable EIB lending policy, including active representation at selected sectorial events, and liaise closely with EU institutions and international organisations on energy policy/sector questions.
  • Produce sector, policy and other papers related to energy efficiency matters when required.

Qualifications

  • University degree in engineering in relevant field to energy efficiency
  • Post-graduate degree at Master’s level or equivalent in a related field would be an advantage and a multidisciplinary background an asset.
  • At least 8 years of relevant professional experience in the energy efficiency sector covering the main aspects of the project cycle (feasibility, design, development, management and operation) and in particular in relation to demand side energy efficiency (i.e. building rehabilitation) projects and programmes.
  • Deep understanding of the energy efficiency sector including the EU policies and regulatory aspects with relevance in the area of energy efficiency, renewable energy and co-generation.
  • Good knowledge of environmental and procurement aspects. In-depth knowledge about demand-side energy efficiency projects in buildings will be an asset.
  • Experience in the management of technical assistance projects or programmes would also be considered as an advantage.
  • Excellent knowledge of English or French (*) and a good command of the other. The knowledge of another European Union language would be a plus.

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
