Background

A fundamental government responsibility is providing information and services aimed at improving the social and economic welfare of its citizens. During the first phase of the commonly known as Access to Information (A2I) programme, fundamental progress was made in improving access to public services through electronic means. However, it is critical to expand the breadth and width of such simplified services and improve the service delivery model to counter the impact of widespread outdated manual processes, resistance to change by civil service staff and a lack of transparency that still frustrates citizens in their attempts to avail of government information and services.
The objective of the project is to increase transparency, improve governance, and reduce the time, difficulty and costs of obtaining government services for under-served communities of Bangladesh. This is to be achieved by the following 5 components of the project: 
 
Component 1: Underserved communities have easy access to simplified public administrative services through electronic means. 
 
Component 2: Civil servants and service providers and citizens are aware and capable of facilitating easy access to transparent and responsive services. 
 
Component 3: Enabling legal and policy framework and partnership are in place to facilitate responsive and transparent service delivery. 
 
Component 4: Institutional and incentive frameworks are in place to promote innovative service delivery mechanism. 
 
Component 5: Establishing linkages with public and private sectors and creating awareness among citizens.
 
Access to Information Project-II is looking to recruit a Results Management Expert who will be responsible to create a tracking mechanism for measuring and monitoring e-service delivery progress. S/he will contribute to overall M&E planning, capacity building and reporting of the a2i project. S/he will be responsible to conduct different assessment including baseline studies, impact studies and assessment for scale-up of different projects initiated by a2i. Under the strategic direction of the M&E Analyst, the post-holder will contribute to the development and implementation of an integrated monitoring, evaluation and results management framework and robust beneficiary accountability mechanisms. 
The project is funded by the Government of Bangladesh, UNDP and other development partners, and is implemented by PMO and Cabinet Division.
 

Duties and Responsibilities

Summary of Key Functions:
 
Under overall supervision of Policy Advisor and the direct supervision of Monitoring & Evaluation Analyst the incumbent will perform below mentioned activities 
  • Develop, update and implement the Monitoring, Evaluation and Results Management Framework for the project and all its initiatives.
  • Coordinate and implement the M&E related activities of the project.
  • Manage internal and external research, assessments, baselines, scale-up studies and evaluations.
  • Contribute to the capacity development of project staff around the themes of monitoring and results management. 
  • Maintain and expand the existing external Results Management Network of the component.   
 
Duties and Responsibilities 
1. Develop, update and implement the Monitoring, Evaluation and Results Management Framework for the project and all its initiatives  
  • Support development, update and implementation of a comprehensive Monitoring, Evaluation and Results Management Framework for the project in line with UNDP and Gate foundation guidelines on planning, monitoring and evaluation.
  • Support in updating of the indicator framework of the project on a regular basis.
2. Coordinate and implement the M&E related activities of the project
  • Support the design and implementation of annual strategies and performance indicators for the project and its initiatives.
  • Contribute to the development of Management Information Systems and establish mechanism and coordinate routine internal reporting processes related to data collection and management.
  • Ensure that M&E is integrated into project activities and support the successful execution of these M&E processes.
  • Manage the preparation of annual, bi-annual and quarterly internal and donor progress reports with qualitative and quantitative findings, work plans, budgets, etc.
3. Manage internal and external research, assessments, baseline studies, scale-up studies and evaluations
  • Identify possible research areas and develop research proposals to inform project management about programme progress and new intervention design.
  • Engage consultants for the studies from external RM network and beyond. 
  • Manage internal and external survey work, assessments, baseline studies, assessment for scale-up studies and evaluations including: development of ToR, review of and support to methodology and tools development, data collection and analysis.
  • Review draft reports, provide feedback and advise management on approval of final report, dissemination of findings and recommendations with intended audiences. 
4. Capacity Building of project staff
  • Contribute to the building of monitoring capacity of project components including the development and supervision of monitoring tools developed by the RM unit.
  • Give support to component leaders and their teams in planning and standardizing M&E across projects.
  • Build capacity of project staff in developing data collection methodology and tools; in improving the quality of data analysis and report writing and other M&E related tasks.
  • Identify training needs, organize and lead appropriate training sessions in relation to results based management. 
  • Advise on specific monitoring issues and best practice and provide advice on a range of technical questions related to ensuring the effectiveness and efficiency of monitoring activities of the project’s initiatives.
5. Maintain and expand the existing external Results Management Network of the unit  
  • Identify and engage relevant potential partners to the external Results Management Network.
  • Engage with national and international public, private and academic research organizations to identify areas of mutual collaboration.
  • Conduct and coordinate multi-disciplinary independent research among networked partners for the designing of development interventions, monitoring progress, documenting achievements, and undertaking impact assessment studies.
  • Extend research support to project components through liaison with partners on the extended network. 
  • Develop and maintain data for the RM network.
  • Develop and plan for the network related activities. 
Impact of Results:
 
The result will have an impact on the overall progress of e-service delivery and service delivery innovation both in the public and private sector.

Required Skills and Experience

Education:
 
Bachelor’s degree in any discipline preferably in Development Studies / Sociology / Anthropology / Statistics / Economics / Public Administration / Psychology
 
Experience:
  • Minimum 5 years of proven experience in Research and M&E with NGO's and Development sector, 
  • Experience in using database and statistical software (Ms Excel, Ms Access, SPSS/STATA) is necessary
  • Managerial Experience in Research and M&E is a plus
  • Previous experience in working with UNDP, Government agencies, donors and Research background will be an added advantage.
  • Experience in working on project management would be considered an asset
  • Experience in designing of development project will be an added advantage
Language Requirements:
Fluency in written and spoken English and Bangla.
