Background
The Danish Refugee Council (DRC) has been providing relief and development services in Yemen since 2008. Using right-based approaches, DRC has mainly focused on refugees, migrants and internally displaced People by conflict and natural disasters. Programs include WASH, protection, Food security/livelihoods and mine risks education, amongst others. DRC has hub offices in Sana’a, Aden, Hodeida and several sub-offices throughout Yemen. In response to the humanitarian needs and the resulting increase of conflict affected population in Yemen, DRC is seeking the services of a qualified CCCM Officer to support our CCCM activities in IDP settlement sites in in Abs
Job Title: CCCM Officer

Purpose
The Camp Coordination and Camp Management Officer ensures a multi-sectoral response to assist and protect displaced populations in communal settings (spontaneous and informal sites) in Abs.
DRC's CCCM Officer will play an integral part of the camp management team of ensuring that all inhabitants of the camp are living a safe, secured and dignified life. This will require constant interaction with the camp community, coordination, monitoring and understanding the protection risks and challenges faced in the camp. The CCCM Officer will focus primarily on two-way communication with IDP representatives, needs identification, documentation and referrals/service requests, in addition to regular liaising with stakeholders.

Core Functions / Responsibilities
- Liaise with local authorities and aim at fostering a collaborative relationship for site coordination and activity implementation
- Assist in bridging the gap between IDP community/site committees with site manager/local authority through ad hoc meetings, weekly meetings, etc
- Responsible for the creation of representative and inclusive IDP camp committees (women, youth, minority groups, host communities )
- Facilitatingleading monthly meetings with camp committees and relaying important findings to stakeholders and CCCM Coordinator for sharing with National CCCM Cluster
- Assistant the CCCM Coordinator in the design of assessments and surveys to capture gaps, needs and areas of duplication in the sites
- Document, track and provide timely referrals and service requests to agencies and the sub national cluster coordinators
- Implement information sharing campaigns with camp community through installing beneficiary feedback and complaint boxes, publishing site 3W, referral pathway, distribution schedules and contact information for key stakeholders
- Maintain and keep updated an excel database of key information/indicators for each site that is targeted for DRC assistance
- Assist the CCCM Coordinator in training and capacity building exercises for local authorities and IDP committees
- Assist in creation of reception center and lead on outreach to IDPs temporarily residing in reception area.
- Ensure timely and adequate registration of IDPs in camp, including identification of persons with specific needs in coordination with protection partners.
- Build and maintain mutually respectful relationships with Camp Management, service providers, local authorities, IDP community members and host community members, in order to ensure smooth communication, activity implementation, and community outreach
- Assist in facilitating meetings with various stakeholders, including localauthorities, Clusters, NGOs, INGOs, UN and IDPs, including translation and minute taking of meetings
- Draft weekly situation reports and provide any other relevant information pertaining to IDP conditions and services
- Perform other duties as may be assigned by the CCCM Coordinator
Represent DRC
- In collaboration with the Area Manager/Head of Office, represent DRC towards and coordinate with local authorities and humanitarian partners involved in emergency response
- Represent DRC towards communities, communicating about DRC mandate and humanitarian principles
Qualifications & Preferred Skills
- University degree in civil engineering, humanities, social studies, architecture, urban planning or engineering
- Minimum two years of experience in international and/or local NGO; ideally involved in the direct implementation of field level humanitarian assistance to IDPs
- Proven leadership skills and experience in creating, establishing and negotiating relationships and building alliances and networks with various stakeholders at community and local and national levels
- Ability to write reports and situational briefings in English.
- Competence in using informatics programs, especially Excel spreadsheets
- Understanding of gender, protection and human rights
- Proven experience in staff supervision and remote management
- Strong experience with Assessment monitoring tools and system
- Excellent computer skills (proven computer literacy, in particular Excel knowledge is a must)
- Strong representation and negotiation skills, demonstrated leadership and interpersonal skills, strong communication and diplomatic skills
- Strong team spirit, comfortable in a multi-cultural environment
- Additional qualities: ability to multi-task, ability to handle pressure well, ability to improvise, flexibility, adaptability to transitions
