Organizational Setting
The Office of Internal Oversight Services (OIOS) assists the Director General to strengthen the Agency's internal oversight services and its ability to ensure management efficiency and programme effectiveness and to enhance accountability. OIOS comprises four major functional areas\: internal audit, investigation, management services and programme evaluation. OIOS provides the Director General and senior management with objective, independent and systematic assessments for the purpose of improving efficiency and effectiveness in programme delivery, improving accountability and ensuring sound governance.
Main Purpose
As a member of a team reporting to the Director of OIOS, the Evaluation Officer conducts evaluations to improve efficiency and effectiveness in the Programme Evaluation function. The Evaluation Officer is expected to act according to the standards of ethical conduct for evaluators.
Role
The Evaluation Officer is a project manager for evaluation projects. He or she is responsible for planning and conducting 2-3 evaluation assignments per year of low and mid-level of complexity.
Functions / Key Results Expected

Plan, conduct and report on evaluations of programmes and cross-cutting themes.

Identify and supervise evaluation consultants/expert panel members to ensure high quality evaluations.

Monitor the follow-up on evaluations to ensure a high implementation rate.

Contribute to the overall quality of OIOS evaluations by conducting peer reviews on evaluations conducted by colleagues and consultants, ensuring that evaluations meet high professional standards in line with the IAEA evaluation policy and UN evaluation norms and standards.

Analyse the IAEA's strategies, programmes and projects as an input to the development of the work programme of the evaluation function.

Participate in or coordinate field missions, panel meetings and other workshops with external experts/consultants and providing them with necessary information.

Qualifications, Experience and Language skills

University degree in social science, political science, engineering, economics, or another relevant discipline; an advanced university degree would be an asset.

Minimum of five years of relevant experience related to evaluation, in field work, project management or programme implementation.

Minimum of two years experience at the international level.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset
Remuneration
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $59151 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 31173, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
