The Special Representative and Co-ordinator for Combating Trafficking in Human Beings (SR CTHB) represents the OSCE at the political level on anti-trafficking issues. The Office of the Special Representative for Combating in Trafficking and Human Beings (OSR CTHB) assists OSCE participating States in the implementation of commitments and full usage of recommendations set forth in the OSCE Action Plan to Combat Trafficking in Human Beings and its addenda as well as relevant Ministerial Council Decisions. The Office provides a co-ordinating function among OSCE structures and institutions involved in combating trafficking in human beings (CTHB) with a focus on the following activities: enhancing the awareness and understanding of trafficking in human beings (THB) across the OSCE region; policy planning and advocacy especially in the area of emerging trends of THB and effective approaches to combating THB; and direct assistance to participating States in practical and technical areas, at their request. 

     
Tasks and Responsibilities    
     
   

Under the overall leadership of the Special Representative and Co-ordinator for Combating Trafficking in Human Beings (SR CTHB), and the immediate supervision of the Deputy Co-ordinator for Combating Trafficking in Human Beings, the selected candidate will make recommendations on long and short-term  programmes of activities  and courses of action to be taken relating to OSR anti-trafficking initiatives, focusing on combating trafficking in human beings for labour exploitation in supply chains.   More specifically, the selected candidate will perform the following duties: 

  • Providing assistance and advice in relation to the implementation by OSCE participating States of OSCE commitments and recommendations related to combating trafficking in human beings in the following areas:  labour exploitation in supply chains,  the demand for goods and services resulting  from THB, and in relation to the following documents: 
    • the 2011 Vilnius Ministerial Declaration on Combatting All Forms of Human Trafficking; 
    • the 2013 Addendum to the OSCE Action Plan to Combat Trafficking in Human Beings: One Decade Later; 
    • the OSCE Parliamentary Assembly Resolution on Responsibility to Combat Human Trafficking in Government Contracts for Goods and Services, adopted in July 2015; and
    • MC.DEC/6/17 “Strengthening Efforts to Prevent Trafficking in Human Beings”;
  • Supporting the SR CTHB with policy level analysis, recommending the development of strategies and anti-trafficking initiatives to ensure the application of principles of due diligence and transparency throughout supply chains to prevent fraudulent labour recruitment, to strengthen government procurement processes to prevent the purchasing of goods and services produced by trafficked persons, including in mega-sporting events, and other large contracts and encourage the adoption of  the relevant international standards;
  • Co-ordinating and leading the implementation of the OSR CTHB ExB project “Prevention of Trafficking in Human Beings in Supply Chains through Government Practices and Measures”  including the organization of training with partners on issues related to combating trafficking in human beings in supply chains;
  • Assisting in the co-ordination of the efforts of other OSCE structures engaged in CTHB across the three dimensions, on issues related to the prevention of trafficking in human beings in supply chains; strengthening networking with anti-trafficking partner organizations in participating States; providing recommendations for programmes and possible joint activities, including publications;
  • Serving as the focal point in the OSR CTHB on combating trafficking in human beings for labour exploitation in supply chains for partners at regional and international levels;
  • Assisting the SR with the drafting and finalizing of statements and other texts;
  • Ensuring regular flow of information to the participating States on the above-mentioned project/subject-related activities of the Office;
  • Performing other related duties as assigned.

Necessary Qualifications    
     
   
  • Second-level university degree in international relations, political sciences, law, or related fields;
  • A minimum of eight years of progressively responsible professional experience, including at least four years in addressing THB as a human rights issue and a transnational threat;
  • Broad knowledge of international law, human rights, including labour rights and related issues;
  • Experience in the development and management of multi-lateral policy/practice and  programmes related to human trafficking, including in areas of prevention and/or protection and assistance;
  • Experience working for an international organisation and/or other relevant international experience;
  • Professional fluency in English with excellent drafting and communication skills; knowledge of other OSCE working languages would be an asset;
  • Computer literate with experience in Microsoft applications;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability to establish and maintain effective working relationships with people of different nationalities, religions and cultural backgrounds, while maintaining impartiality and objectivity.
