The Finance and Administrative Manager will have overall responsibility for providing strategic leadership for the country finances and operational functions of the FHI360 Philippines Project Office. The Finance and Administrative Manager will ensure that sound financial controls are in place and operational activities are implemented in a timely and results-focused manner, and are managed in compliance with FHI360 and USAID requirements. She/he will be reporting to the Chief of Party of the TB Innovations and Health Systems Strengthening Program.

Key Responsibilities:

Country Office Leadership

  • Serve as a member of the FHI360 Country Office Senior Management Team. Works closely with the Chief of Party of the TB Innovations and Health Systems Strengthening Program to provide input and assistance to the management of the country program
  • Serve as member of the FHI360 Philippines Senior Management Team to develop country/project program strategy, business plans, operation plans and budgets
  • Represent FHI360 in external functions as needed a the national, regional and district level
  • Participate and contribute to the overall mission of FHI360 Philippines

Financial Management

  • Responsible for oversight of all financial management areas including accounting, payments reporting systems and procedures for FHI360 Philippines country office
  • Manage and monitor the various controls and financial measurements for the projects including budget limits, obligations, burn-rates, budget planning , pipeline analysis on an ongoing basis
  • Review and analyze monthly cash flow, cash book and balance sheet reconciliation reports for country office
  • Oversee the timely completion and accuracy of monthly financial reports prepared for submission to the program funding agencies and FHI360
  • Review and design appropriate workflow system, procedures and processes that ensure efficiency and effectiveness of the support function that finance provides
  • Maintain adequate financial resources in country to support monthly program operations and subproject reimbursements
  • Direct and manage the development of regular updates of country office financial policies and procedures manuals as necessary
  • Ensure all activities related to financial management are carried out in conformance with policies and procedures established by FHI360 and funding sources
  • Coordinate with related staff at FHI360 regional office and HQ offices to ensure that project budgets and accounting and fiscal control procedures are implemented effectively in the Philippines office
  • Clarify any issues arising from audits conducted for the Philippines Office
  • Maintain regular communication with APRO ,HQ to ensure that country’s policies and procedures are updated

Contract and Grants Management

  • Oversee pre-award assessment of new implementation agencies (IA), and guide IA’s budget development with country office staff/project staff
  • Oversee the monitoring and review of IA’s financial reports to ensure compliance with IA’s budgets, Donor rules and regulations and FHI360 policies
  • Assist program team to review and ensure that IA’s contracts and amendment documents meet the Contract Management Services (CMS) requirements and maintain quality assurance before execution
  • Direct the provision of formal and informal technical assistance to implementing partners on issues of financial management and FHI360. USAID and other donor policies and procedures
  • Conduct periodic site-visits to partners to review their financial records and internal control systems

Administration and Human Resource Management

  • Assist the Project Director with all FHI360 Philippines financial, human resource, administrative and IT related issues
  • Oversee and implement the Country Office administrative and office management system including office leases, equipment and vehicles
  • Supervise and direct the day-to-day work of Human Resources Officer and Administrative Officer in coordination with the program
  • Coordinate with HQ/Regional HR Partner for human resources activities including staffing, compensation and benefits, performance assessments, staff training, professional development plan and employee relations
  • Oversee consultant agreements for local and international consultants
  • Oversee the procurement process
  • Oversee the maintenance of all personnel records including job application, appointment letter, personal data, probationary and annual performance evaluations and other confidential personnel documents
  • Review and revise HR policies and procedures and salary and benefits compensation packages as needed
  • Oversee the procurement and the maintenance of office equipment and vehicles

Other Duties

  • Perform other duties as assigned by the Chief of Party of the TB Innovations and Health Systems Strengthening Program.

TYPE AND NATURE OF CONTACTS:

Frequent interaction with project leaders, program, administrative and other staff, implementing agencies, and banks.

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS:

Normal office working conditions and site visit to monitor sub-recipients as needed.

Minimum requirements:

  • Bachelor or Master’s Degree in Accounting or Finance with at least 10 years in the areas of finance, accounting, operations management and/or contract management
  • Strong understanding of and demonstrated capacity to manage financial systems and procedures of large projects
  • Experience and knowledge of USG or other international donor policies and procedures and management of donor funding and projects
  • Strong organizational, financial reporting, management and interpersonal skills.
  • Must have the ability to manage multiple competing priorities
  • Demonstrated integrity and fidelity
  • Advanced computer skills; knowledgeable in accounting software, MS Windows, Excel, and Word

  • Fluency in oral and written English

  • Computer spreadsheet experience required.
