Associate, Private Sector Engagement

The Associate applies subject specialized conceptual knowledge in support of project/component delivery for the Jordan country program in partnership with GGGI’s Investment and Policy Solutions Division in Seoul. The Associate, under supervision of his/her manager, provides day to day technical support internally as well as to relevant government counterpart. The position carries out analytical work related to his/her technical expertise and provides a wide range of contributions in support of delivery of components/workstreams in the country program.

GGGI has a diverse portfolio of programs in developing countries and emerging economies around the world, managing a diverse set of programs and projects focused on four key thematic areas of energy, green cities, water, and land-use, which hold significant potential in achieving green growth in developing countries. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development activities which build a strong theoretical and empirical basis for green growth, and knowledge management and sharing activities that provide concrete options and guidance for policymakers, as well as help build the conditions for public and private green infrastructure investments.

 

GGGI has had a program of cooperation in Jordan since 2015, under a memorandum of understanding with the Ministry of Environment. GGGI’s work in Jordan to date has primarily focused on the development and implementation of the National Green Growth Plan (NGGP), which is a road map to guide Jordan’s green growth through 2030. The NGGP and GGGI’s implementation support are aligned to Jordan’s Vision 2025 strategy, the Sustainable Development Goals and the Nationally Determined Contribution, as well as sectoral plans and strategies in the waste, water, energy, tourism, agriculture and transport sectors.

 

About the GCF Readiness Program

According to the NGGP, lack of access to climate finance (particularly the Green Climate Fund, GCF), lack of bankable projects, and low participation of the domestic private sector in green project development are key gaps that must be addressed for Jordan to reach its climate change and sustainable development objectives. In response, GGGI is working directly with Jordan’s Nationally Designated Authority (NDA), the Ministry of Environment’s Climate Change Directorate, on the project “Improving Jordan’s Readiness to Access Finance for Climate Change and Green Growth.” The 18-month project, supported by the GCF, aims to:

  • Achieve GCF accreditation for a national direct access entity (DAE)
  • Build capacity to develop bankable project concepts within key government institutions
  • Engage private sector by showcasing Jordan’s green growth potential

 

POSITION SUMMARY

 

The Associate applies subject specialized conceptual knowledge in support of project/component delivery for the Jordan country program in partnership with GGGI’s Investment and Policy Solutions Division in Seoul. The Associate, under supervision of his/her manager, provides day to day technical support internally as well as to relevant government counterpart. The position carries out analytical work related to his/her technical expertise and provides a wide range of contributions in support of delivery of components/workstreams in the country program.

 

PURPOSE

 

  • Support the NDA with private sector stakeholder mapping, including commercial banks, major public service providers and infrastructure developers in critical economic sectors, particularly those relevant for climate change and green growth.
  • Organize a workshop for private sector engagement and facilitates discussion on climate finance barriers and opportunities from a private sector perspective
  • Support the NDA and Jordan Country Team to develop a private sector outreach plan for the GCF Country Programme
  • Provide one-on-one support to NDA to plan and organize the 2019 investor forum
  • Support the NDA and country team with development of an online platform for climate finance information sharing (including management of design firm and incorporation of NDA specifications)
  • Provide technical analytical input to support project output delivery, for example compiling research case studies and other illustrative materials
  • Support country level communications and outreach campaigns for the program

ENGAGEMENT

 

  • Works closely with national counterparts to maintain cooperative relationships which supports establishing the organization as an effective partner.
  • Apply sufficient technical skills to acquire relevant information/knowledge from a variety of sources in support of delivery of a good quality output
  • Understand project methodologies and is able to provide a wide range of contributions in support of delivery of components/workstreams in the country program
  • Leads the monitoring and updating of project compliance information

 

DELIVERY

 

  • Organizes his / her work and monitors project activities to ensure deliverables are made on time and to a high quality
  • Support Country representative in managing individual consultants and/or small consultancy projects
  • Supports the timely identification of delivery issues and remedial action to ensure deliverables are made on time and to a high quality
  • Prepare communications materials (media releases, website content etc.) to a high quality
  • The postholder will report to the Jordan Country Representative.

 

REQUIREMENTS

QUALIFICATIONS

 

  • Postgraduate degree in a relevant field, such as business, finance, management, economics, statistics, public policy, international development, political science, law, or other disciplines related to sustainable development, environmental management, or green growth;
  • At least 5 years of professional experience facilitating communications between public and private sector stakeholders in Jordan
  • Exceptional analytical skills, alongside strong synthesis and strategic thinking skills
  • Project delivery experience, including managing the delivery of results on time and on budget
  • Work experience in Jordan with a highly regarded private sector company (consulting or industry), international organization, government or not-for-profit organization.
  • Candidate must be fully bilingual in Arabic and English

 

FUNCTIONAL

 

  • Strong understanding of the business culture of Jordan across multiple sectors; experience working for a trade association, investment commission or similar institution preferred
  • Strong understanding of public-private cooperation, in terms of finance, policy, regulation and law
  • Strong understanding of the climate change policy context in Jordan, and a basic understanding of key drivers and impacts of climate change for Jordan
  • Team work and creative problem-solving abilities
  • Excellent multi-cultural literacy and interest in being a part of an international team working in an evolving and entrepreneurial environment
  • Strong Stakeholder engagement and communication skills
  • Proven experience leading or supporting project delivery, i.e. managing/supporting the delivery of results on time and on budget
  • Experience working with developing countries within the climate change / green growth sector
  • Experience working in Jordan a must
