Organizational Setting

The Department of Management (MT) provides a ‘platform of services’ that serves as a foundation for the successful delivery of the IAEA’s scientific and technical programmes. Its mission statement is as follows\: “MT is a partner and a business enabler that champions change and efficiency, leveraging a common purpose”. Thus, among other support activities, it assists a scientific manager in recruiting the right expert, helps a technical officer coordinate the purchase of radiation equipment, and ensures that all Board documents are translated and distributed on a timely basis to Member States.

Main Purpose

Reporting directly to the Deputy Director General (DDG) for Management, the Central Security Coordinator (CSC) takes a pre-emptive approach to security (at both headquarters and at IAEA offices away from headquarters). He/she ensures that the IAEA adopts the latest practices in order to address the constantly changing security challenges. He/she manages a small team of operational security professionals and coordinates the work of other members of staff dealing with physical and field security and the implementation of the Agency's disaster recovery/business continuity plan. He/she also closely collaborates with and coordinates the work of security specialists operating in the Agency's departments and divisions.


 

Role

The Central Security Coordinator is the leader of the overall security coordination effort in the IAEA, an expert in business continuity, physical and field security, and an adviser to senior management on issues related to physical security management and business continuity.

The CSC coordinates security across the Agency, set guidelines based on best practices and provide expert advice in the areas of physical security, field security, business continuity and crisis management.


 

Functions / Key Results Expected

  • Leads the coordination of security and organizational resilience across the IAEA, including the drawing up of risk assessments and governance and ensures that security policies are up to date. Identifies security best practices and advises on them throughout the Agency.
  • Provides reports, assessments, advice and frequent briefings to IAEA senior management. Is responsible for reporting to the Director General on the status of security in the Agency on an annual basis and as needed.
  • Serves as the primary liaison between IAEA and the UN Department of Safety and Security. Represents the IAEA on matters relating to physical security, participates in the UNSMS security policy decision-making bodies. Serves as a member of the IASMN to ensure the IAEA is kept informed of the latest developments in the field of security.
  • In close cooperation with departments, puts in place appropriate security arrangements for the Agency’s staff on duty travel in high risk environments, including liaising with appropriate officials in the country and the UN.
  • Coordinates the IAEA's Crisis Management Group, organizes exercises of the group, ensures its effectiveness, including its terms of reference, mechanisms/tools and ensures its guidelines are in line with best practices.
  • Ensures staff awareness of security policies, guidance, as well as emergency plans by developing, implementing and maintaining staff security training.

Qualifications, Experience and Language skills

  • Advanced university degree in a security related subject such as political/social sciences, business administration or international relations
  • At least 10 years of progressively responsible experience in the field of security.
  • Experience of implementing an integrated approach to security in an international or other public sector organization.
  • Experience of project management and operational planning highly desirable.
    Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.


Remuneration

 

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $85543 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 42515, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
