In the first quarter of 2018, a local Invitation to Bid for establishing LTA of printing service has been launched including more than hundreds printing items, therefore UNICEF seeks assistance in the form of a consultancy to assist UNICEF Pakistan Country office in Islamabad to review 11 bid results, provide technical assistance in the selection process, assess the technical and creative capacity of the bidders in major cities of the country, streamline the printing workflow process, establish the LTA(s) and provide training to the staff in monitoring the LTA(s) holder’s performance.

Purpose of the Assignment

In the first quarter of 2018, a local Invitation to Bid for establishing LTA of printing service has been launched including more than hundreds printing items, therefore UNICEF seeks assistance in the form of a consultancy to assist UNICEF Pakistan Country office in Islamabad to review 11 bid results, provide technical assistance in the selection process, assess the technical and creative capacity of the bidders in major cities of the country, streamline the printing workflow process, establish the LTA(s) and provide training to the staff in monitoring the LTA(s) holder’s performance.

To make a difference, you will be accountable for the following tasks and deliverable:

Task to be Performed 

In-depth Review of the bid result, evaluate their performance in terms of their price, quality and other aspects:

Assist UNICEF Pakistan in devising a streamlined and effective production workflow process.

Develop and recommend standardised formats and suitable papers for all printing requests.

Provide overview training for Supply and Programme staff both in country office and field offices in utilizing the LTA(s), monitoring the LTA (s) holder’s performance and conducting quality control.

To produce a final mission report.

Deliverable(s) 

Review design and printing activities over last 12 months, jobs designed and printed, costs, time lines, designers and printers’ performance, value of purchase orders issued.

Review and analyze all data collected during the assessment through the various visits, interviews, materials and equipment inspection at the potential vendors’ premises.

Collect user feedback through interviews with Programme Officers and incorporate into improvement recommendations, addressing any problem areas and identifying any strengths and weaknesses.

Evaluate the performance of companies based on: current and potential production capacity, equipment, qualified personnel, storage capacity, stock and quality of raw materials, supply sources, Supply chain efficiency, previous contracts obtained and executed, inspection of finished products, references, respect of deadlines and seriousness of the company, etc.

Recommend in establishing LTA(s) with qualified bidders.

Undertake inspection visits to the premises of the potential printers to assess their suitability, capacity (financial, personnel, logistics etc.)

Review of the current workflow process and recommend for improvements.

To produce a detailed printing checklist to effectively manage design and print requests

Deliver Training and LTA using instructions to Supply and Programme staff

Completion of the final report

Qualifications or Specialized Knowledge/Experience Required 

Education

Advanced university degree from a recognized academic institution in one or more of the following areas is preferred: Supply Chain Management, Business Administration, Management, International Economics, Engineering, International Development, Contract/Commercial Law, or areas directly related to logistics operations or UNICEF programme areas. First University degree combined with demonstrated professional work experience and understanding of relevant functions may be considered in lieu of advanced university degree, preferably combined with credited courses or certifications from relevant professional bodies in supply chain management, procurement, contracting or logistics.

Experience

A minimum of five (5) years professional work experience in relevant discipline(s) is required; e.g.: market research, vendor evaluation, business development, supply financing or economics.

Language Proficiency

Written and spoken fluency in English

Knowledge of the local language of the duty station is an asset.

Ability to work in a multi-cultural system

Client-service driven.

FUNCTIONAL COMPETENCIES

  • Knowledge of Supply Chain Management preferably in a developing country context
  • Mastery of technical knowledge (product knowledge, market research/analysis and supplier evaluations;) required for Supply Management/Purchasing/Contracting
  • Knowledge of relevant Information Technology software
  • Knowledge of public procurement principles and processes
  • Knowledge of procurement process from procurement planning, to execution to contract management and administration, including procurement methods and tools of good procurement practice
  • Knowledge of establishing strategic, long term and sustainable procurement arrangements
  • Knowledge of general principles and processes involved in risk management in procurement, including risk analysis and evaluation techniques
  • Knowledge of financial and legal implications in procurement process.
