We are looking for an experienced candidate to fill the role of Protection Team Lead - Rakhine State for DRC in Myanmar.

In Myanmar, DRC has been present since 2009, as both DRC and since June 2012 broadened its presence via the Danish Demining Group (DDG) - DRC’s division for Mine Action.

 

DRC is currently engaged in responses in Rakhine, Kachin, Kayah and Northern Shan States. 

DRC's response is targeting displaced and displacement affected communities and other vulnerable communities in some of the most deprived areas of Myanmar. Key activities include protection (including Child Protection, GBV and Protection Monitoring), CCCM, WASH, Livelihoods, shelter and mine action.

 

 

DRC/DDG Myanmar currently employs over 280 national, 24 international staff and operates from six operational offices. DRC’s main office is in Yangon; the main donors of DRC in Myanmar include ECHO, OFDA, UNICEF, UNHCR, DANIDA, SDC, DFAT, LIFT, USAID, DFID, EC and private donors.

 

About the job

DRC is the largest INGO protection actor in Rakhine and is an active and strong voice in coordination and advocacy forums for improving the protective environment for all communities.  DRC uses community based approaches for protection, child protection and GBV interventions in its areas of operation to deal with protection issues from displaced and non-displaced at-risk groups and individuals. The programme also aims to identify and build synergies with early recovery and development actors that are working on and are better positioned to address environment building activities. There is scope within the programme for expansion in terms of sectors and geographical locations.  

 

To lead this work, DRC is looking for candidate with the required energy levels, ambition and experience to supervise a strong team and ensure DRC continues to be a leading voice in protection mainstreaming, integration, protection advocacy and coordination, as well as Child Protection (CP) and Gender Based Violence (GBV) programming. The Protection Team Leader will be responsible for DRC external and internal coordination within the state and overall supervision of general protection, CP and GBV activities in Rakhine State, ensuring the DRC has a coherent voice across all three sectors. 

 

The Protection Team Lead is based in Sittwe, Rakhine State of Myanmar and will travel to field locations in Rakhine State; including but not limited to Kyauktaw and Pauktaw and frequent longer trips to DRC sub-bases of Mrauk-U and Maungdaw.

 

The Protection Team Lead will report to the Rakhine Programme Manager with technical line management to the Protection Coordinator in Yangon. The Protection, Child Protection and GBV Mangers in Sittwe and the Protection Manager in Mrauk-U report directly to the Protection Team Lead. The Protection Team Lead will collaborate closely with CCCM, Livelihoods, WASH and the MEAL teams.

 

Main Responsibilities  

The duties include, but are not limited to the following:  

 

General  

  • Lead the strategic vision and supervision of the general protection, GBV and CP programmes in Rakhine. 
  • Take a leading role in the updates and review of the Myanmar protection strategy and in drafting protection oriented advocacy notes.
  • Participate in the strategic evaluation process for new funding opportunities and take a lead role in the proposal development processes, including drafting and producing high quality concept notes and proposals that support DRC Myanmar’s strategic programming goals.
  • Ensure implementation of protection mainstreaming/integration guidance.
  • Implement new approaches to Protection information management systems.

 

Programme Implementation  

  • Ensure the implementation of protection components across all general protection projects. 
  • Coordinate closely with the Protection, CP, and GBV teams to provide general management support and ensure synergies.
  • Strengthen the protection monitoring system including analysis of information related to GBV Safety audits and CP monitoring results.
  • Ensure Mainstreaming and integration of protection in DRC programmes including CCCM, livelihoods and WASH.
  • Maintain overall budget and procurement oversight, supporting the Protection, CP and GBV Managers as needed to ensure that budget forecasting and expenditure is completed as per contractual obligations.
  • Liaise with the MEAL Manager to develop an M&E plans for protection, CP and GBV activities, develop the community feedback mechanism, map lessons learnt and identify opportunities for evaluations and quality improvement.
  • Responsible for ensuring that donor reports on protection, CP, and GBV outputs and activities in Rakhine are completed according to specified internal timelines.   
  • Provide leadership on durable solutions programming and advocacy in Rakhine State. 
  • Ensure Protection representation within the Protection Working Group and other technical groups.

 

Coordination

  • Together with the PM, coordinating and liaising closely with UNHCR, (I)NGOs and other stakeholders to ensure a participatory, transparent and coordinated approach.  
  • Ensure coordination of protection activities and trainings within the early recovery consortium.
  • Look for ways to work more closely with the Government, and coordinate with relevant Government departments, whenever is appropriate to the context.

 

Core Humanitarian Standards 

  • Assess gaps and work to support country and project level policies and practices to ensure DRC is compliant with the Core Humanitarian Standard.
  • Support the development of an organizational culture that reflects DRC mandate and values as a humanitarian organization.

Knowledge and Experience

  • University Degree in law, international law, international relations, political science or similar.  
  • Minimum 5 years international experience implementing and developing Protection programs in emergency and post conflict environments with limited/degraded local resources and infrastructure in remote environments.  
  • Demonstrated ability to conduct trainings on protection and human rights topics, including staff training.
  • Knowledge of and experience in handling situations of statelessness and durable solutions   
  • Demonstrated intercultural sensitivity and motivation.
  • Experience of information data management, utilizing databases and platforms.
  • Strong experience with M&E tools.  
  • Experience managing a diverse portfolio of protection activities across a range of projects, including the child protection and GBV subsectors.
  • Experience of managing large teams, including management of other international staff.   
  • Experience of managing complex budgets across a portfolio of projects and being responsible for financial follow up and expenditures. 
  • Ability to work in a deadline driven environment and undertake a proactive approach.
  • Passionate about the job, high flexibility and ability to adjust to changes.
  • Fluency in English.

We offer

DRC will offer the successful applicant a 12 month contract; renewable dependent on funding and performance.
