Context:

Under the direct supervision of the Chief of Mission and in close cooperation with relevant sector units and field offices. The successful candidate will provide functional and substantive support to the mission ensuring programmatic coherence among the various activities and identify synergies among programmes and projects. S/he will assist in the writing and review of project reports, and secure necessary internal endorsements; assist in liaising with donors and partners, including through the development of informative material targeting specific donors/issues; conduct research on funding opportunities and funding priorities of specific donors; and, support the effort to build donor interest in IOM areas of expertise and programming needs by contributing to in-person and written communications with donors. Core Functions / Responsibilities:

1. Support Programme Managers in ensuring that IOM internal policies and procedures are met in regard to proposal development and submission (i.e. secure internal endorsements); ensure timely submission of project reports; and carry out other activities, as needed, to ensure compliance with existing project agreements.

2. Support Programme Managers in the elaboration of new project proposals, reporting and monitoring & evaluation frameworks.

Liaise with the Resources Management Unit to ensure that all necessary financial, legal and administrative requirements and resource mobilization efforts are coordinated in a timely manner. Liaise with RTS staff in Panama and the Regional Office in San Jose for the timely endorsement of all project reports and proposals.

4. Conduct research on funding opportunities, funding priorities and programming interests, especially private donors (i.e. foundations and Corporate Social Responsibility (CSR), and prepare appropriate materials highlighting relevant IOM programming areas of expertise; Support the gathering of data on all IOM Haiti programming departments to be used for external relations.

5. Update the IOM Haiti Program Development and Reporting Database on a monthly basis and remind Programme Managers of impending deadlines.

6. Support the elaboration and implementation of initiatives funded by the IOM Development Fund (IDF), both nationally and bi-nationally.

7. Act as IOM liaison to MINUSTAH’s Community Violence Reduction (CVR) section and Border Management Unit and coordinate follow-up actions accordingly with relevant Programme Managers.

8. Establish and maintain strong and regular operational level liaison with the project/programme partners, such as concerned Government of Haiti authorities, other concerned UN agencies and working groups, aiming at coordinating and promoting new activities and facilitating the implementation of ongoing activities and fund raising for new projects/programmes.

9. Organize field visits for donor representatives, IOM visitors and Government of Haiti (GoH) officials, as needed.

10. Support the development and updating of external informational materials, including IOM Fact Sheets and stories, etc.

11. Prepare the Chief Mission’s speeches for his approval.

12. Maintain relevant archives and files.

13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in International Law, Political or Social Sciences, International Cooperation/Relations, Humanitarian Affairs, Development Studies or a related field from an accredited academic institution with two years of relevant professional experience; or • University degree in the above fields with four years of relevant professional experience. Experience

• Experience working in NGO, UN, IO or Diplomatic missions;

• Thorough knowledge of the functions of intergovernmental organizations and familiarity with IOM and the UN system;

• Experience in liaising with the national and international entities, specifically donors; • Familiarity with the issues of migration programmes;

• Work experience in the region;

• Experience in information management/public information, project/programme development; Page 2 / 4reporting and/or Monitoring and Evaluation;

• Experience in producing materials targeting outside audiences and policy documents; • Familiarity with standard office applications and capacity in MS Publisher, Photoshop, website design and similar application desired;

• Knowledge of social media an advantage.

Languages

Fluency in English and French is required.
