Position Description

 

Title:  Protection Monitoring Assistant 

Location: Shabwa with regular travel to the field 

Start of Contract & Duration:  Contract to start as soon as possible. Contract duration for 6 months with possibility of extension based on funds and performance.

Reports to:  Team Leader

 

 

Background

The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a protection of human rights framework, since the beginning of the conflict, DRC has worked in Yemen responding to the protection and assistance needs of IDPs, in collaboration with key national and international protection agencies.

 

Purpose

The Protection Assistant, under the supervision of the Team leader, is primarily responsible for supervising protection-monitoring activities, assist them in collecting protection data, conduct protection assessments, analyze and report against protection incidents and concerns of IDPs, Returnees and conflict-affected communities in the targeted areas. The position holder assists the Team leader in maintaining relations with various stakeholders and service providers, verifies and documents protection incidents and concerns, as well as conducts follow-ups at the field level to ensure successful interventions.

 

Key responsibilities

 

Monitoring, Assessment, and Profiling:

  • Conduct protection monitoring in coordination with DRC’s local partners;
  • Conduct field visits, establish local networks, joint observation spots, joint verification missions and any other monitoring means in the course of the protection monitoring activities;
  • Through CBPNs or/and the partner CBOs, gather information on existing protection risks and concerns;
  • Conduct verification, analysis, crosschecking and validation of information,
  • Report against monitored incidents and concerns using the project’s internal reporting formats;
  • Gather top-level information needed for advocacy and planning to ensure an improved protection of civilians and particularly vulnerable groups (PWSN), returnees and conflict affected communities;
  • Conduct vulnerability assessment and verify the identified vulnerable cases during monitoring activities;
  • Collect information on basic living conditions and specific issues of concern among IDPs, returnees and conflict affected communities on a need basis;
  • Collect baseline data through assessment and profiling on a need basis;
  • Conduct physical verification to validate the monitored cases on case-by-case basis.

     

    Case Management:

  • Record incidents and protection concern using DRC’s field visit reporting format;
  • Respond appropriately through referring cases internally to the Protection Officer;
  • Maintain clear records of the monitored cases by using INTERNAL REFERRAL FORM;
  • Ensure proper documentation and regular upload of the Data on the system.

     

    GBV:

  • Provide GBV case management services whenever needed;
  • Ensure protection of women and girls through awareness sessions and timely management of GBV cases.

     

    CBOs Management

  • Ensure that the monthly liquidations of the CBOs’ financial support is done correctly and as per DRC’s financial regulations;
  • Ensure CBOs’ adherence to the partnership principles and other humanitarian standards;
  • Ensure regular technical support provided to the partners on a need basis.
  • AOB as requested by the supervisor.

 

General

Personal Specifications

  • University Degree in social siences, Law, Human Rights, International Law or related field.
  • 1 year of experience working with international NGOs, particularly in the protection sector;
  • Excellent communication skills and good knowledge of Yemen local context
  • Ability to work effectively as part of a team; supporting a team in coordinating complex projects.
  • Excellent knowledge of Microsoft Office applications (particularly Word, Excel and PowerPoint), web-based communication systems.
  • Knowledge of international law and/or human rights principles;
  • Ability to handle multiple tasks; proven self-initiative and problem-solving abilities;
  • Excellent written and spoken English is preferable.
