The overall purpose of CARE USA’s Senior Director for Impact, Learning, Knowledge and Accountability (ILKA) is to provide strategic leadership to navigate the organization in adopting the most effective, innovative, fit-for-purpose ILKA practices, systems, and mindsets required of a development organization known for its transformative and lasting impact at scale. S/he plays a critical role in positioning the organization for excellence in program quality and to better understand and communicate CARE’s distinctiveness and impact story to internal and external audiences. The position and the ILKA team it convenes is based within CARE USA’s Program, Partnerships and Learning team, with extended networks across the organization.
The Sir. Director ILKA role holds six key responsibilities:
- VISION AND COMMON ILKA FRAMEWORK | Lead the crafting, socialization and adoption by the organization of a common vision, framework and road-map for excellence in Impact, Learning, Knowledge and Accountability [25% year the first year, and then reduced later]
- TEAM AND EXTENDED NETWORKS | Manage CARE USA’s Impact, Learning, Knowledge and Accountability team and thoughtfully guide their interface with extended MEL/ Impact/ knowledge networks across CARE USA and the wider organization [25%]
- IMPACT MEASUREMENT AND ANALYSIS | Transform CARE USA’s work on impact for greater coherence and quality in measuring, understanding and scaling impact, and telling CARE’s impact story [20%]
- SCALING/ MULTIPLYING IMPACT | Build coherence, capacity and thought leadership on scaling the impact of CARE’s humanitarian and development programming efforts [20% the first year, and then reduces later]
- PROGRAM PERFORMANCE AND ACCOUNTABILITY | Lead the assessment of program performance and quality gaps and development of research and capacity strengthening initiatives and accountability processes to address them [5%]
- INTELLECTUAL LEADERSHIP AND POSITIONING | Provide intellectual leadership within CARE to transform practice for deeper impact, and to position CARE as a thought leader in transformative and lasting impact at scale [5% the first year, and then increases later]
- Lead the crafting, socialization and adoption by the organization of a common vision and framework
- Manage CARE USA’s Impact, Learning, Knowledge and Accountability team and thoughtfully guide
- Transform CARE USA’s work on impact for greater coherence and quality in measuring, understanding
- Build coherence, capacity and thought leadership on scaling/ multiplying impact through CARE’s humanitarian
- Lead the assessment of program performance and quality gaps and development of research
- Provide intellectual leadership within CARE to transform practice for deeper impact
- Other responsibilities as assigned
- Masters Degree in a development-related field, with a preference for social science research or monitoring and evaluation.
- Additional training certification in nonprofit management, organizational development, and strategy.
- Training in staff and team management, or equivalent in work experience (at least five years managing others successfully).
- At least 10 years of progressive professional experience in development organization performance assessment
- Experience in social science research and monitoring and evaluation using qualitative and quantitative methods
- Theoretical background in CARE’s approaches and emerging approaches and discourse in development practice, such as complexity science, systems thinking, innovation and scaling for impact, ICT for Development, responsible data, among others
- 3-5 years of experience at a global level in a multi-national organization on questions of impact and program quality assessment
- At least 5 years of successful management experience
- Extensive knowledge of the history and practice of development since the colonial period and the changing paradigms of and for development over the last 100 years
- Systems thinking
- Process facilitation
- Presentation skills
- Expository writing and speaking
- Organizational and team learning and development.
