Background:

Mercy Corps Myanmar is working with the Department of Rural Development (DRD) to implement the National Community Driven Development Project (NCDDP) in eight townships in Ayeryarwaddy Division, Bago and Shan regions. The Objective of the project is to enable poor rural communities to benefit from improved access to and use of basic infrastructure and services through a people-centered approach and to enhance the government’s capacity to respond promptly and effectively to an eligible crisis or emergency. We are also tendering for additional townships in Rakhine and Shan state.

Purpose / Project Description:

We are seeking an international expert with significant senior specialist experience in community driven development to support 5 townships. NCDDP empowers villagers to manage and participate in their own development and to benefit from improved access to and use of basic infrastructure and services through a people-centred approach. This is done through (i) providing finance for community infrastructure priorities; (ii) strengthening community and local authority capacity for effective planning and implementation of these priorities; and (iii) facilitating participation of women and men, particularly from poor and vulnerable groups, throughout the project cycle. Consultant Activities:

The International CDD Expert (ICDDE) works with the Mercy Corps Township Technical Advisers (TTA) and Mercy Corps Yangon office to ensure quality and timely delivery of all project deliverables including timely submission of community block grant requests, sub project completion, routine reports and conduct of social audits. Specifically, the consultant will:

  1. Monitor VDP implementation
  2. Provide on the job training
  3. Conduct site visits and meetings with Regional and Township DRD, GAD
  4. Provide ad-hoc training
  5. Support and monitor CF/TF community management training and social audit training
  6. Monitor construction implementation
  7. Conduct and monitor social audit training
  8. Reviews of Cycle 1 and lessons learned for Cycle 2
  9. Review of Operations and Maintenance and prepare for Union MSR
  10. Provide inputs for review of Operations Manual
  11. Support TOF and one refresher training
  12. Support new township start-up (as necessary)
  13. Complete consultant report

Consultant Deliverables:

The Consultant will develop the following deliverables:

  • Inception Report/Workplans
  • Consultant Reports
  • Village Tract Development Plans (VTDP)
  • Completion of Social Audit of Village Tracts

Timeframe / Schedule:

This is a two-year contract starting in February 2019, with a possible option to extend for a further two years based on performance. The required inputs for the first two years will be approximately 4 months per year for existing townships and up to a further 4 months per year for new townships.

Consultant Background:

  • An advanced academic degree and minimum 10 years’ international practical experience in community-driven development
  • Demonstrated knowledge of state of the art approaches to community driven development and participatory processes and tools (eg PRA methods)
  • Demonstrated ability to work effectively with teams and government counterparts
  • Proven planning and organizational skills, preferably with experience in managing staff (eg volunteers, extension workers, community facilitators)
  • Demonstrated ability to manage and resolve complex and sensitive organisational and project implementation issues
  • Proven track record in capacity building at organisational and/or community level
  • Demonstrated knowledge and experience in promoting gender equality and social inclusion at community and organizational levels
  • Experience in monitoring and reporting for senior management
  • Computer skills including use of software such as Excel and Power Point
