Technical Focus
Based on the formulated and agreed FAO technical and advisory assistance to support the Saudi Ministry of Environment, Water and Agriculture (MoEWA) in the implementation of its initiatives within the context of the National Transformation Plan (NTP) 2020, seven strategic thematic clusters with the following outcomes are expected to be achieved by the FAO-KSA Unilateral Trust Fund (UTF) Technical Cooperation Programme (2017-2018)\: 
 
1)            Enhanced capacity in ensuring sustainable food security.
2)            Enhanced capacity in sustainable utilization of agricultural natural resources.
3)            Enhanced capacity to increase sustainable marine fisheries and aquaculture production and consumption.
4)            Enhanced capacity in animal disease prevention and control.
5)            Strengthened capacity in plant production and protection.
6)            Enhanced capacities for improving linkages of small famers and agricultural producers to markets.
7)            A results-based system for monitoring and reporting performance the MoEWA’s initiatives developed and implemented.
 
To operationalize the formulated expected outcomes and deliver the required technical and advisory assistance, an overall programme work plan and budget is developed and approved, including activities and outputs that are expected to be accomplished under each of the above thematic clusters. Requirements for the international technical expertise of each cluster have been identified and estimated based on the nature, type and duration of the planned activities and expected outputs. In order to secure a coordinated, smooth, timely and successful implementation of the programme, long-term competent international technical experts will be appointed as Cluster Technical Advisors to each of the seven thematic clusters. Each Technical Advisor will be supported by a team of short term international experts who are technical specialists in the subject matters of the various outputs and activities. 
 
Tasks and responsibilities\:
 
Under the direct guidance and supervision of the Programme Director in the Kingdom of Saudi Arabia, and the operational oversight of the Senior Field Programme Officer (SFPO) in the Regional Office for Near East and North Africa (RNE), in consultation with the National Programme Coordinator (NPC), in collaboration with international technical experts and the designated national implementation partners and relevant stakeholders, Land Evaluation and GIS Expert will supports on-going tasks to strengthening the application of geographic information systems in utilizing and managing agricultural land resources as part of the thematic outcome on sustainable utilization of natural resources. In line with KSA vision 2030 and NTP 2020 initiatives, the Land Evaluation and GIS expert will undertake the following tasks\:
 
  • Support establishment of integrated National Natural Resource Information and Decision Support System (i.e. state of vegetation, climate, soils, water, biodiversity, etc.) including Geo-spatial technology.
  • Support development of state of the art tools for natural resources data collection, processing, analysis and presentation including application of popular NRM models.
  • Support implementation of tools that use and apply data and features of the integrated National Natural Resource Information and Decision Support System (agro-ecological zooning, mapping of ecosystem services, integrated land evaluations, testing of crop mixes, etc.)
  • Support integration of spatial analysis using geo-spatial technology in MEWA information and statistics systems to facilitate reporting on national, regional and international development indicators and reporting to international agreements on natural resources and environment.
  • Support the development and establishment of digital cadaster of land properties including piloting and testing of relevant agriculture land survey tools and methodologies.
  • Support capacity development of MEWA directorates and field staff in the application of geo-spatial tools for natural resources and environment planning, management and decision support by contributing to staff capacity needs assessment to identify knowledge and skill gaps, supporting development of training packages to fill identified gaps, and providing on-going technical guidance to staff.
  • Prepare interim and final technical reports to document delivery of activities. Contribute to the preparation of the FAO KSA Programme quarterly and semi-annual progress reports.
  • Perform any other tasks as may be requested by the Programme Director.
 
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 
 
Minimum Requirements
  • Advanced university degree in natural resources management or any related field.
  • 12 years of work experience in natural resources management; implementation and management of technical assistance for capacity strengthening in the field of sustainable utilization and management of natural resources
  • Working knowledge of English. Knowledge of Arabic is an asset.

Proficiency in English is essential and familiarity with Arabic language is desirable.
