Organizational Setting
 
The FishCode Project Cycle Management Unit serves as the principal instrument for project cycle management in the Fisheries and Aquaculture Department (FI) of FAO. FishCode promotes and supports the implementation of the Code of Conduct for Responsible Fisheries (CCRF) and streamline the Organization’s Blue Growth Initiative (BGI) in actions aimed at\: enabling an environment for people involved in fisheries and aquaculture to act not only as resource users, but also to play an active role in protecting and safeguarding these natural resources for the benefit of future generations; improved governance and management of aquatic ecosystems; conserve biodiversity and habitats; and empower concerned communities (in particular small-scale fisheries communities).
 
The purpose of this Call for Expressions of Interest is to provide FISHCODE with a list of qualified candidates to support and enhance its programme of work. Assignments pursuant to this Call for Expression of Interest may be at the Organization’s Headquarters in Rome (Italy), home based, or on field missions as required.
 
 
Reporting Lines
The Consultant will r
eport to the Assistant Director-General, Fisheries and Aquaculture Department, and under the supervision of the FishCode Manager
 
 
Technical Focus
 
Identification, design, implementation support and monitoring of FI projects and programmes under varied financing mechanisms such as the Global Environmental Facility, Green Climate Fund, European Union, World Bank, African Development Bank and other applicable funding sources. It includes strategic and policy work with a focus on the relationship between global environmental challenges and sustainable fisheries and aquaculture.
 
 
Tasks and responsibilities
  • Provide technical expertise and/or advice and project design inputs to project proponents in the identification, development and implementation of fisheries and aquaculture project proposals that address country, regional and global priorities and further FAO strategic objectives, programme priorities and operational policies and procedures;
  • Participate in multidisciplinary teams to assist FI units, governments and Decentralized Offices in the identification and formulation of projects for financing by varied funding sources;
  • Ensure quality inputs to FI project concepts and full project proposals in line with the specific funding source eligibility criteria and alignment with FI programming directions;
  • Coordinate as required in preparing project proposals;
  • Participate in the design and delivery of capacity development activities to FAO technical staff in headquarters and Decentralized Offices on the strategies, priorities and procedures, trends and issues related to fisheries and aquaculture;
  • Contribute to relevant studies, publications and analyses, knowledge products and dissemination material related to FISCHCODE areas of work, including capacity building and training material;
  • Support the management of the FI extra-budgetary portfolio, monitors/supervises implementation of assigned projects and ensures control at all stages of the FAO project cycle.
  • Perform other related duties as required.
 
 

 
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 
 
Minimum Requirements
  • Advanced university degree in a field related to fisheries, aquaculture and the aquatic environments (economics, fisheries economics, climate change, statistics, biology, marine and freshwater ecology, marine policy) with a specialization in fisheries management, governance, environmental law or fisheries economics; or business management with a specialization in development, project management or finance
  • At least three years (for level C) and at least five years (for level B) of relevant experience in project formulation and/or implementation within two or more of the following\: fisheries policy; governance; management; trade; climate change; marine biodiversity; finance; administration of large and complex UN projects; and biodiversity conservation, including demonstrated experience in the management of complex, multi-country projects; 
  • Working knowledge of English and limited knowledge of Arabic, Chinese, French, Russian or Spanish.
