The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Job description

Generic responsibilities
These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Professional Development Plan.

1. Coordinate the Monitoring and Evaluation activities according to strategy, proposals, budgets and plans and make sure M&E deadlines are adhered to
2. Ensure adherence to NRC policies and donor requirements
3. Involve and inform communities and community leaders about the activities
4. Break down the annual operational plans into weekly, monthly and quarterly implementation plans
5. Coordinate with relevant partners
6. Prepare periodic progress reports and other documents as required
7. Investigate and facilitate introduction of new technology, methods and approaches in order to improve the quality of the activities
Specific responsibilities
These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

• Support Program team to develop tools necessary to complete all data collection related to outputs, indicators, and outcomes including baseline surveys and participatory assessment (with external consultant assistance and M&E Yangon support where relevant), Knowledge, Attitudes, and Practices (KAP) surveys, qualitative interview guides, focus group discussion guides, and other types of assessments as needed;
• Define samples appropriate for each M&E activity and document and verify sampling methodology;
• Develop and maintain databases where data and indicators are tracked and compared over the life of the project; ensure that these databases are accurate and that the raw data is cleaned and coded correctly;
• Ensure that output and outcome data (e.g training schedules, number of trainees, training reports, Household (HH) survey results) are collected and documented for reporting;
• Communicate regularly and participate in technical programme meetings including with M&E Yangon team where relevant, and to ensure programmes have adequate M&E support and resources (e.g. M&E matrix, attendance list, training report template, outcome monitoring questionnaire, indicator tracking table, lessons learned etc);
• Provide feedback to programme and partner staff on methodologies and results of assessments in order to ensure that results of M&E are used to implement programmatic changes accordingly;
• Support and collaborate with external consultants implementing technical or M&E activities (such as training or baseline consultants and surveyors);
• Design and lead on M&E work plans and schedules, with support where relevant from M&E Team Yangon, in line with the Project Cycle Management and M&E indicators;

Qualifications

• Experience from working as a Monitoring and Evaluation Officer in a humanitarian/recovery context
• Previous experience from working in complex and volatile contexts is desirable but not essential
• Documented results related to the position’s responsibilities
• Proficient in MS Office package
• Good English, both written and verbal
• Experience in Monitoring and Evaluation of humanitarian aid projects in Myanmar with experience in North West Region (Rakhine, Chin, Magway, Sagaing) is desirable but not essential
• Knowledge of North West Region of Myanmar is desirable but not essential
• Knowledge of local languages in North West Region desirable but not essential

We offer

Contract Period: 6 months (possibility of extension)
Salary and Benefits: 609,943 MMK per months with 46,500 MMK medical allowance monthly
Duty Station: Sittwe, Rakhine State with 35% Travel
