The consultant will be responsible for the graphic design and layout of the following products (for print and web), transforming the text and figures contained in the documents into compelling, visually stimulating and attention-grabbing reports, making use of infographics, images, and creative packaging: i) A 10-year anniversary report of UNICEF Mozambique engagement in PFM work in Mozambique – the report will document the changes during the period of 2008 and 2017 in PFM environment and budget trends; and ii) Posters with info from the 10-year anniversary report – the posters should focus on the main findings of the report.

How can you make a difference?

The consultant will be responsible for the graphic design and layout of the following products (for print and web), transforming the text and figures contained in the documents into compelling, visually stimulating and attention-grabbing reports, making use of infographics, images, and creative packaging: i) A 10-year anniversary report of UNICEF Mozambique engagement in PFM work in Mozambique – the report will document the changes during the period of 2008 and 2017 in PFM environment and budget trends; and ii) Posters with info from the 10-year anniversary report – the posters should focus on the main findings of the report.

Methodology and Technical Approach:

The consultant will propose to creatively and innovatively put together and display the material from the documents into report, as well as the posters. She/he will work closely with SPEAR in order to design the products, which will be delivered to him/her in word, excel and PowerPoint formats. The work will be monitored by the UNICEF Policy Officer, who will also provide guidance on how the final products should be shaped. All photos can be provided by UNICEF.

Activities and Tasks:

The consultant will be responsible for the design and layout of the publication in accordance with UNICEF style and image, reflecting the intent of the publication, working closely together with the SPEAR section in the design and layout of the following product:

  • Product 1: 10 year anniversary report - English: approximately 15,000 words; Portuguese: approximately  20,000 words (print+PDF), in A4 format and should be presented with text, graphs/infographics and tables
  • Product 2: 5 different types of Posters (A2 and A3 sizes) with key information (graphics/infographics/messages) from the 10 year report (print + PDF)

 5. Products and Payment:  

The consultant will be responsible for delivering the following products:

Deliverable 1: The 10-year anniversary report of UNICEF Mozambique engagement in PFM in Mozambique

Deliverable 2: A2 posters on the 10-year anniversary report

Payment will be made in one installment upon delivery of all three deliverable, and Payment will be processed upon acceptance of all deliverable and against and invoice that makes reference to the contract and deliverable numbers. Payment will be approved by the respective section chief.

6. Management and Supervision:

Guidance and supervision will be provided by the Policy Officer.

  • Academic qualification:

    Degree in Communication, Journalism, Information Management, Marketing and other fields of relevance.

    Working Experience:

    Relevant and proven experience in designing high quality publications and printing procedures under limited supervision

    Knowledge and required skills and abilities:

    ·        Excellent graphic design, photo editing and page layout skills;

    • Knowledge of UNICEF style, design and mandate;
    • Proven ability in presenting information using visualizations such as graphics, maps and tables;

    ·        Capacity to work in short deadlines;

    ·        High proficiency in using Microsoft Office Suite/and other text processing programs such as Adobe Illustrator, Corel Draw, Photoshop, etc.

    Language Skills:

    Proficiency in Portuguese is mandatory. Proficiency in English is desirable.

  1. Evaluation Criteria

The selection of the consultant will be based on a “best value for money” principle.  Interested candidates should, in addition to submitting their CV and cover letter, indicate their all-inclusive fees (including travel, subsistence costs, etc.) for the services to be provided.  The office shall select the individual who quoted the lowest fee from the list of individuals who are deemed technically suitable for achieving all tasks in time.  The technical evaluation criteria are stipulated below.
