Title: WASH Project Coordinator (Water, Sanitation and Hygiene (WASH) Sector)

Sector: WASH 

Location: Hajjah and Dhamar Governorates, with frequent travel to other DRC projects’ locations 
Report to: WASH Sector Manager 
Duration: One year – renewable

 

 

Background:

The Danish Refugee Council (DRC) has been providing relief and development services in Yemen since 2008. Using a right-based approaches, DRC has mainly focused on refugees, migrants and internally displaced People by conflict and natural disasters. Programs include WASH, protection, Food security/livelihoods and mine risks education, amongst others. DRC has hub offices in Sana’a, Aden, Hodeida and several sub-offices throughout Yemen.  In response to the humanitarian needs and the resulting increase of conflict affected population in Yemen, DRC is seeking qualified Senior WASH Officer with civil engineering or public health or water engineering background to facilitate and coordinate WASH interventions throughout two-year project in Hajja and Dhamar Governorates. DRC will implement water and sanitation infrastructure activities in number of water supply systems, sewage networks, schools and health clinics, support community water management committees (CWMCs), water quality testing and treatment, hygiene promotion and WASH supplies distribution.

 

Purpose:

The WASH Project Coordinator is a key DRC position, with DRC expecting that the post holder with be qualified and possess WASH skills, knowledge and attitude especially WASH infrastructure to be immediately effective in the field. These include the active involvement and the full participation by all authorities and community leaders/members, paying special attention to women. The WASH Project Coordinator will report to WASH Sector Manager.

 

Key Responsibilities:

  1. Coordinate and work with government authorities, local government institutions, non-governmental organizations, community-based organizations and local communities in order to ensure the smooth implementation of project activities.
  2. Ensure the buy-in and participation of local communities in project activities.
  3. Capacitate and manage project staff at field level, strengthening their skills through on-job training and technical support provision.
  4. Facilitate the process of capturing, documenting and disseminating project experiences, achievements, good practice as lesson learnt, case studies and progress reports related to WASH to concerned stakeholders.
  5. Coordinate and engage with key WASH partners (especially GARWSP) and other stakeholders and ensure their participation at different stages of project implementation as required.
  6. Oversee the design and implementation of activities, assessments and other data collection activities.
  7. Supervise technical assessments of local water and sanitation systems to determine WASH options and select best solutions based on technical, cost criteria and community priorities.
  8. Review BoQs/drawings and procure technical services in line with DRC contracting procedures.
  9. Monitor/supervise technical interventions to ensure they are implemented according to agreed standards and within budget / take appropriate remedial action if/when these standards are not being met.
  10. Identify and prepare ToRs and contracts for technical consultants/technicians, as needed.
  11. With M&E Officer, develop and implement mechanisms to monitor projects performance, in consultation with local stakeholders, against work plans and project targets.
  12. Supervise projects budget, including monthly review of expenditures, ensuring that funds are used for approved purposes and in accordance with DRC requirements.
  13. Ensure gender equity and social inclusion in all aspects of WASH interventions.
  14. Ensure that the project is implemented in accordance with DRC and donor policies and procedures.
  15. Participate in coordination meetings and share information with external stakeholders as appropriate.
  16. Prepare and review the internal and external reports including regularly reports, expenditure reports and projection plan.
  17. Ensure staff compliance with DRC’s Code of Conduct and humanitarian accountability requirements.
  18. Liaise regularly with WASH partners and represent DRC in WASH local meetings.
  19. Accomplish the other necessary activities related to the office and program and tasks assigned by the Supervisor.

 

 

Skills, Competencies and Personal Attributes:

 

•    University degree in Public Health Engineering (Water & Sanitation), Civil Engineering or similar discipline. 

•    At least 3 years of direct experience in similar positions. WASH infrastructure experience will be preferred.  
•    Solid planning, budgeting, reporting, M&E and computer skills. 
•    Solid staff management skills. 
•    Excellent social/diplomacy skills. 
•    Demonstrated ability to lead a multi-disciplinary team. 
•    Self-motivated and able to work with a minimum of guidance. 
•    Excellent English spoken & written skills. 
•    INGO experience preferred.
