ABOUT THE PROJECT:

The US Agency for International Development Iraq (USAID) Iraq Governance Performance Accountability (IGPA) project is designed to assist the Government of Iraq (GOI) at central and provincial levels to be more responsive, inclusive, equitable, and accountable in the delivery of public services to all its citizens including members of vulnerable groups. Because IGPA aims to improve service delivery, enhance public financial management, and strengthen the monitoring and oversight of both, a solid analysis of what the landscape of public service delivery, gender equality and social inclusion looks like in Iraq is critical for designing and implementing technical assistance interventions to contribute to strengthening the social contract between Iraqi citizens and their government.

Gender Resources will develop a survey-based Vulnerable Populations Empowerment Index that will measure the empowerment, agency, and inclusion of vulnerable social groups in government and service delivery in Iraq. The Index will include women, youth, internally displaced persons (IDPS), people living with a disability (PWD), and ethnic or religious minorities in each Iraqi province.

JOB SUMMARY:

The VPEI Religious and Minority Rights Advisor will be responsible for ensuring that the Index appropriately measures the empowerment, agency, and inclusion of religious and ethnic minorities in Iraq. The Minority and Religious Rights Advisor will report to the VPEI Team Lead and will coordinate with a team including a Senior Statistics Advisor, and a local Coordinator and research Specialist. The assignment will require travel in Iraq. Dates are TBD.

RESPONSIBILITIES:

  • Identify indicators for Index specific to religious and ethnic minorities
  • Contribute to survey design and data collection procedures to ensure accurate collection of data from ethnic and religious minorities
  • Provide training to surveyors on minority awareness and sensitivity as necessary
  • Conduct background research on ethnic and religious minority issues in Iraq as necessary
  • Review data collected to ensure quality control
  • Provide minority rights analysis of data collected and write sections of final report as assigned by Team Lead

EXPERIENCE:

  • MA and 12 years experience, PhD or JD preferred
  • Demonstrated understanding of religious and minority rights issue in Iraq
  • Prior experience in survey design
  • Prior experience working on USAID programs preferred
  • Self-motivated and well organized
  • The ability to think creatively and be proactive
  • High level of interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, U.S. and foreign government personnel, members of donor organizations, funders and policy makers
  • Ability to work collaboratively, supportively, and respectfully with others
  • Ability to work effectively in a fast-paced environment
  • Flexibility and willingness to travel to difficult environments to complete program assignments required
