Organizational Setting
 
The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.
 
Reporting Lines
 
The PSA reports to the Project Management and the Lead Technical Officer and receives guidance from the FAO Assistant Representative for Georgia, the Field Programme Officer and the project Budget Holder.
 
Technical Focus
 
Provide technical expertise for the appropriate planning, development and implementation of the FAO NAITS project and timely delivery of the project outputs.
 
 
Tasks and responsibilities
  • Monitor and report ll aspects requiring cooperation of various institutions for operation and management of the NAITS system and on central and local level.  The reporting should clarify the evolving institutional responsibilities in relation to the enabling environment and elaborate on cooperation possibilities that can contribute significantly to improving the efficiency and effectiveness of the system, as well as on regulatory and institutional implications governing such cooperation.
 
  • Provide support to the International Expert on Development of State Measures in Support to Animal Identification, Registration and Traceability and the Senior Epidemiologist and Animal Identification, Registration and Traceability Strategist, for a development of regulatory and institutional measures of various issues related to the enabling environment for the NAITS implementation including but not limited to\:
    • evaluation of roles and distribution of costs among stakeholders and introduction of approaches (practices, legislation development and amendments, derogations etc.) and timetables for redistribution and recovery of costs in line with the EU requirements;
    • minimum requirements for compliance (practices, premises and workflows) of local arbiters with the NAITS;
    • Development of a concept and recommendations for cooperation and sub-delegation principles between the NFA (Central, Regional and Municipal) Offices and contracted Private Service Providers
    • Roles and practices in relation to operators of transitional premises and transitional owners such as traders, transporters, livestock markets and fairs and provide recommendations for legal and practical regulation to allow compliance with the NAITS
    • Assessment of the organizational setup of the Animal Health System and development of concept proposals for dissemination and regulation of roles and responsibilities, representation and organization models of the Animal Health professionals on national level, and modes of cooperation, organization and subcontracting for provision of services for state animal disease controls and related interventions
  • Organize consultations with key stakeholders on various levels of governance in coordination with project management and relevant Experts.
  • Contribute to reports, documents, workshops and other activities and reporting needs of the project, as necessary

Minimum Requirements
  • National of the country of assignment
  • University level degree in Legal studies or in the related area
  • Fluency in English and Georgian languages
  • At least 5 years of professional experience as institutional/regulative expert, preferably working in/with the public sector  and in the development of Agriculture related public services
