NRC in Somalia/Somaliland

NRC has been active in Somalia since 2004 with four area offices in Kismayu, Mogadishu, Garowe and Hargeisa, providing protection and humanitarian assistance to refugees, internally displaced persons and returnees in Somaliland, Puntland, South Central and Jubbaland regions. NRC offers a comprehensive response for returnees and IDPs of high need, addressing their food security, livelihood, shelter, education, ICLA, and water, hygiene and sanitation needs and also responding to emergencies through NRC’s five core competences; Shelter, Education, Food Security and Livelihoods, WASH and Information, Counselling and Legal Assistance (ICLA).

NRC Somalia is part of NRC’s East Africa and Yemen regional operation which comprises of large-scale multi-country humanitarian and early recovery interventions spread across seven countries (Kenya, Somalia, Ethiopia, Djibouti, Yemen, Eritrea, South Sudan, Uganda and Tanzania).  NRC’s overall strategy in the region is to enhance protection and promote the rights of displaced people in humanitarian need by improving living conditions and seeking durable solutions. The regional office is based in Nairobi and works with country programmes to ensure standardization of programmatic and operational approaches, promote multi country programming and ensuring quality and coordination. 

Role Specific Information

The purpose of the Livelihoods & Food Security (LFS) Project Coordinator is to support the implementation of the LFS activities in Somaliland, manage and build capacity of the project implementation teams to ensure activities are carried out on time and according to the budgets; implementation of activities, and prepare monthly reports in coordination with Livelihood and Food Security PM/Specialist and represent NRC in all program matters within Togdher in coordination fora relevant to the area program. All this is to be carried out in close collaboration with the Project Manager, Area Programme Manager, Grants team and country level technical specialists/advisers.  

Generic responsibilities:

    1. Line management of LFS project field staff
    2. Adherence to NRC policies, guidance and procedures
    3. Contribute to LFS strategy development, project proposals and provide input on needs and gaps, including on protection risks and needs to the PM.
    1. Manage and implement delegated portfolio of LFS projects (activities, budget and project documentation) as delegated from PM in line with proposals, strategies and donor requirements, and ensure high technical quality
    2. Provide regular progress reports and flag any challenges or implementation delays to the PM and Area Manager.

    3. Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
    4. Promote and share ideas for improvement and necessary changes in the activities
    5. Ensure capacity building of project staff and transfer key skills
    6. Liaise and collaborate with relevant local authorities and other key stakeholders
    7. Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific responsibilities:

    • Oversees timely, efficient and quality implementation of LFS projects and activities in Somaliland by ensuring that all document guiding implementation such as budgets, DIPs, cash forecasts are developed and/ or periodically updated and used correctly.
    • Coordinates and shares information regularly with the Cash Consortium Management Unit, Country level resilience focal point and other Consortium structures as applicable
    • Provides cash transfer, agricultural/Natural Resource Management technical backstopping and follow ups to all resilience and livelihoods and food security activities in Somaliland.
    • Reviews reports from field staff for quality and consistency before submission and further dissemination.
    • Ensures that LFS projects target beneficiaries most in need of protection, and explore and assess new and better ways to assist.
    • Trains Livelihoods & food security field staff, partners and relevant stakeholders on basic Livelihoods & food security concepts and tools.
    • Responsible for compilation of budget forecasts, Bi-Weekly Reports for cash response programs and recovery programs,
    • Works with officers in planning community meetings for beneficiaries and stakeholders.
    • Supervises field staff in order to aid efficient and effective service delivery to beneficiaries during project implementation.
    • Participates in program staff performance management as may be required
    • Liaises with local leaders and authorities giving overview of project activities, seeking their support and participation where required.

    • keeps track of project expenditures and flags any underspending/ overspending issues to the Livelihoods and Food Security PM.
    • Oversees the beneficiary selection process, based on guidance and procedures set by the PM.
    • Ensures that Baseline Surveys, Post distribution Monitoring(PDMs) and End-line surveys are carried out on time, including participating in data collection and data analysis as needed.
    • Ensures that M&E plans are implemented on time, working closely with the M&E team in Somaliland.
    • In the absence of Livelihoods and Food Security Manager, take the leadership role acting his role in Somaliland.

Our Ideal Candidate:

We are looking for a university graduate in agriculture, food security, environment, any other related field, with a minimum of 5 years previous experience in managing budget and excellence program implementation.  

Experience working in complex and volatile contexts, in particular in Somalia.  Technical LFS expertise relevant to the role. Documented results related to the position’s responsibilities.  Fluency in English, both written and verbal.

We are particularly looking for a positive individual with strong communication skills, who can build trust and confidently navigate both internally and externally at different levels.
