Background

In mid-2014 the short-term improvements in stability achieved in Iraq were shattered by the rapid advance of the Islamic State of Iraq and the Levant (ISIL) leading to the occupation of several cities in the Governorates of Anbar, Salah al-din, Diyala, Kirkuk, and Nineveh, most notably Mosul. An estimated 5.8 million Iraqis were displaced leading to the declaration of a Level III humanitarian emergency in Iraq. Since 2015, over two dozen cities have been liberated, including ISIL’s Iraqi capital, Mosul, and approximately 2.5 million IDPs have since returned home.
 
In June 2015, the Government of Iraq and UNDP, under the strategic guidance of the Global Coalition to Defeat ISIL, established the Funding Facility for Immediate Stabilization. The Funding Facility, later amended to include an expanded stabilization channel under the overall Funding Facility for Stabilization (FFS), supports returnees in liberated areas by rehabilitating key public infrastructure such as water and electricity networks, and jump-starting local economies. FFS is governed by the Steering Committee, co-chaired by the Deputy Special Representative of the Secretary-General Resident/Humanitarian Coordinator (DSRSG RC/HC) and the Prime Minister’s office, with donors to FFS as sitting members. FFS is working in 23 cities across five governorates, and is an essential tool of the Government of Iraq in its effort to stabilize areas retaken by the Iraqi Security Forces.
 
Given the increasing number and complexity of projects under FFS, UNDP requires the Civil Engineer to support the design, planning, implementation and monitoring of large FFIS and FFES projects.

Duties and Responsibilities

Support project assessments, designs, tendering and contract management
  • Ensures the assessment of targeted sites in liberated areas where/when applicable including physical assessment and/or desk-review of reports of conducted assessments.
  • Provide input and support the preparation and/or finalization of site-assessment reports that inform further procurement activities. Executing the planning, design and implementation of infrastructure and building projects in accordance with FFS processes ensuring adherence to UNDP policies and procedures.
  • Undertake site visits to project sites within the country, and conduct data collection, technical assessments of buildings and infrastructure if required, according to specific requirements and needs identified.
  • Ensuresthe development of project feasibilities studies, analyzing pros and cons, benefits, budgets, risks and constraints, recommending best options and solutions.
  • Support the development of concept, preliminary or detailed designs (preparing, writing and assembling drawings, schematics, masterplans, design calculations and reports, technical specifications) requiring detailed knowledge of the international (and local) standards and codes.
  • Support the development of project budgets or preliminary and detailed costs estimations to implement civil, structural, electrical, mechanical or special systems within the projects.
  • Draft and support the preparation of Specification documents, Project Proposal Documents, Scope of Works, and any similar documents.
  • Prepare technical documentation as regard to bidding processes, for construction or design services, inclusive of evaluation methodologies and reports.
  • Provide technical guidance that supports a successful construction procurement process.
Project implementation management, monitoring, oversight and reporting
  • Follow-up with contractors and national engineers overseeing the rehabilitation of civil, electrical and mechanical works at site, where/when possible, ensuring that the preparation and execution of the works are in accordance with the approved bill(s) of quantities and within the established time frame.
  • Conduct regular site visits in conjunction with line directorates and end-users to identify any issues and take corrective action where necessary.
  • Support FFS project team in developing and verifying the Variation Orders VO (if any).
  • Conduct construction inspection, including inspection of materials, equipment’s to be installed.
  • Prepare project bi-weekly reports on activities and provide outcome-level inputs to programme quarterly reports.
  • Advise the UNDP Service Centre with project contracting requirements.
  • Check and certify the progress/completion of works presented by the contractor.
Facilitate knowledge building and knowledge sharing on engineering monitoring and evaluation focusing on achievement of the following results:
  • Undertake field visits to ensure compliance and timely execution of the planned projects.
  • Collaboration and coordination with other UN agencies, government agencies, NGOs, and other organizations on engineering issues.
  • Participation in the professional engineering community remaining abreast of latest developments and professional norms, standards, tools and methodologies.
  • Contribute to capacity development to enhance the enabling environment for greater national ownership of stabilization activities.

Required Skills and Experience

Education
  • Master's degree or equivalent in engineering, architecture, project management or related field or a bachelor degree with 2 additional qualifying years may be accepted in lieu of a Master's degree
 
Experience
  • 2 years of relevant experience at the national or international level in engineering, including demonstrated experience in civil works project management
  • Experience in handling of tender documents for sizeable engineering works, including technical inputs/specifications for the procurement of services using the conditions of international lending/funding agencies
  • Experience with UN or international organization working in crisis-affected countries will be an asset
Language Requirements
  • Proficiency in written and spoken English required
  • Working knowledge of Arabic an asset
