The EIB, the European Union's bank, is seeking to recruit for its Secretariat General (SG)- Communication Department (COM) - Media Division, - Video and Social Media Unit (VS)[i] at its headquarters in Luxembourg a:

(Associate) Social Media Officer

This is a full time position at grade 4/5.

The term of this contract will be 4 years

The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs,

with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.

Panel interviews are anticipated for beginning for mid-September 2018.

Purpose

The European Investment Bank Group aims to make more and better use of social networks in its corporate communication, enhancing engagement with key audiences and the public at large around the EIB’s achievements, projects, role and mission.

The (Associate) Social Media Officer (internally referred to as Officer Corp. Communication) will manage and develop the EIB Group’s presence on all relevant social networks, acting as a key adviser for EIB staff on the use of social media, ensuring the Group projects a profile consistent with its remit and role, and that it engages appropriately and promptly with serious and constructive input emerging from social media. S/he will generate ideas on how to develop and improve the EIB Group’s presence, research possible impact, and make recommendations on best practice in the use of social media by staff ensuring that the key messages of the EIB Group are coherently reflected in social media.

Operating network

The (Associate) Social Media Officer will report to the Head of the Video and Social Media Unit. S/he will have regular contact and will cooperate with all EIB Directorates and Departments, peers from other EU institutions (notably European Commission and other IFIs), and communication agencies and technical service providers. 

S/he will work closely with the Head of Media, other division and unit heads and all communication staff at the EIB Group.

Responsibilities

  • Contribute to EIB communications by:
    • Managing corporate social media accounts, ensuring that they enhance the Group ’s communication and that they deliver consistent and complementary communication impact to other media and channels
    • Increasing engagement with key audiences and the public at large through social media
  • Contribute to shaping the EIB Group’s overall digital communications strategy as a key member of the Video and Social Media Unit of the Media Division
  • Work with other EIB departments and with Communications teams to multiply the impact of the Bank’s social network presence and that of its staff
  • Develop creative social media campaigns for key messages, key events and flagship projects jointly with other media officers and campaign managers
  • Develop and update KPIs, recommendations and guidelines, based on evidence, experience and benchmarking, about the best use of social networks by the Bank and its staff, monitoring the evolution of social media channels and helping to update the social media strategy accordingly
  • Arrange and prepare live social media interviews with the EIB leadership and prepare and run live social media reporting from key events with EIB participation
  • Provide training and advise EIB staff in the effective use of social media

Qualifications

  • University degree, preferably oriented towards communication, public relations, political sciences, or (international political) economy or relevant equivalent professional experience
  • A good understanding of current economic and political debates
  • At least 3 years of relevant work experience with a focus on communication through social media, using videos and infographics
  • Proven understanding of the fast-changing social media landscape
  • Excellent skills in communicating with different public audiences, especially through social media
  • Highly developed oral and written communication skills
  • Proven track record of working collaboratively at all levels, and strong influencing skills
  • Proficiency with common software such as Word, Excel and PowerPoint
  • Good knowledge of the EU institutional and political framework
  • Good understanding of the EIB Group’s mission and its activities
  • Experience in dealing with sensitive issues
  • Excellent knowledge of English and/or French (*). Knowledge of other EU languages would be an advantage.
  • Availability to travel

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
