The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Job Purpose:
The purpose of Shelter/WASH Coordinator Position is to contribute with specific technical competences to Shelter/WASH projects implementation. This position normally management responsibility of staff, but under certain circumstances the job may entail management responsibility for technical office and technical assistance level. these circumstances can either be related permanent but in scope limited administrative support.

Job description

  • Line management of CC project field staff
  • Adherence to NRC policies, guidance and procedures
  • Contribute to CC strategy development, project proposals and provide input on needs and gaps
  • Manage and implement delegated portfolio of CC projects (activities, budget and project documentation) as delegated from PM in line with proposals, strategies and donor requirements, and ensure high technical quality
  • Provide regular progress reports to PM
  • Ensure that projects target beneficiaries most in need of protection, explore and asses new
  • Desk study of relevant documents of shelter/WASH.
  • Visit urban settlements in west region and interview with returnees/IDPs.
  • Interview relevant stakeholders for urban shelter/WASH needs and opportunities.
  • Participate in assessment, analyzes of assessment report and prepare concept note.
  • Produce reports on weekly and monthly base of west region.
  • Responsible for assessment, project planning, implementation and monitoring of shelter/WASH projects in west region.
  • Shelter/WASH coordinator technical responsibility for the quality control and monitoring of project activities.
  • Prepare shelter and WASH technical documents (design and BOQ) and supervision tools with closed coordination of national shelter/WASH coordinator.
  • Provide specific technical support and capacity building towards project staffs.
  • Participate in NRC staff seminars and training, when scheduled.
  • Any other tasks as assigned by the immediate superior.

Qualifications

  • University degree in Civil/Construction Engineering or relevant degree.
  • Experience with Urban shelter and WASH standards.
  • Previous work experience with a satisfactory performance in the same or similar functional area preferably with UN or INGOs
  • Knowledge of international standards code for building material and testing.
  • Excellent communication skills
  • Computer literacy
  • Fluency in English and local language Pashtu and Dari.
  • Auto CAD (2D,3D) knowledge.
  • Able to express your ideas clearly and confidently in speech
  • Able to act on initiative, identify opportunities & proactive in putting forward ideas & solutions
  • Maintains effective performance under pressure
  • Able to decide what steps are needed to achieve particular goals and then implement these.
  • Good cultural, social, political and security knowledge of the area.
  • Proven communication, interpersonal and negotiation skills with strong experience.
