Adviser on Combating Trafficking in Human Beings

The Transnational Threats Department (TNTD) plays a key role as the focal point of OSCE-wide programmatic activities aiming at countering transnational threats and ensuring co-ordination and coherence of action across all three OSCE dimensions, among all executive structures while respecting their mandates. The TNTD comprises the Co-ordination Cell (CC), the Strategic Police Matters Unit (SPMU), the Action against Terrorism Unit (ATU) and the Border Security and Management Unit (BSMU). As part of the TNTD, the SPMU assists participating States (pS) in response to their request to address threats posed by criminal activity and supports general police development and reform.

The OSCE Gender Action Plan is committed to increasing the number of female staff in all areas of the OSCE's work. Currently female staff in the Transnational Threats Department are underrepresented. The nomination of female candidates is strongly welcomed.

The selected candidate advises on and proposes strategies and project proposals in the areas of fighting Trafficking in Human Beings (THB) and Smuggling of Migrants (SoM), as forms of organized crime, with particular focus on crime prevention, investigation and prosecution of traffickers. The incumbent also advises and formulates activities in the areas of victim identification, with particular attention on women and children, in line with the OSCE ¿Action Plan to Combat Trafficking in Human Beings¿, the Ministerial Decision on Child Sexual Exploitation, and the OSCE Strategic Framework for Police-Related Activities (PC Dec 1049).

Under the direct supervision of the Head/SPMU, the Police Affairs Officer, Adviser on Combating Trafficking in Human Beings (CTHB) will perform the following duties:

1. Co-ordinating, planning and implementing mandates related to the law enforcement aspects of the OSCE Action Plan on Combating Trafficking in Human Beings and the Ministerial Decisions on Sexual Exploitation of Children (SEC) on the Internet;
2. Developing policy, strategic guidance and advice to the participating States and OSCE executive structures;
3. Making recommendations to law-enforcement agencies and criminal justice institutions on developing complementary strategies, including strategic recommendations to enhance criminal investigations with full respect of victims' rights;
4. Providing expert advice to the staff of the OSCE Field Operations in the relevant areas;
5. Developing policies and strategic guidance in regard to cases of domestic violence in participating States (pS) and organizing training for law-enforcement officials and judicial authorities from pS on the subject matter;
6. Integrating a more balanced and visible gender perspective into TNTD/SPMU projects and activities; advising other team members in this area;
7. Developing training materials for judges, prosecutors, police and other law enforcement senior and middle management officers on investigation of trafficking and sexual exploitation of children (SEC) as well as identifying trainers to conduct training sessions for law enforcement authorities and judiciaries in OSCE pS;
8. Planning, designing, developing and managing relevant projects to enhance the law enforcement capacity in investigating human trafficking proactively; being responsible for mainstreaming anti-trafficking activities in the implementation of TNTD/SPMU projects; Co-ordinating and liaising with the Office of the Special Representative for Combating Trafficking in Human Beings;
9. Representing TNTD/SPMU and/or the Head of Unit in meetings related to their areas of expertise or responsibility, if required;
10. Acting as focal point for international organizations dealing with anti-trafficking initiatives such as the IOM, ICMPD, UN; The incumbent¿s responsibilities include discussions of new initiatives and projects with representatives of these organizations so that they are implemented in a coordinated and complementary manner;
11. Serving as TNTD/SPMU Contact Point for CTHB, proposing and co-ordinating joint initiatives to address the existing shortcomings, taking into consideration the programs and plan of other international organizations and CSOs in the same geographical area; As a member of TNTD/SPMU, carrying out other related duties as assigned, contributing to the overall goals and activities of the Unit.

• Second-level university degree in law or political science or significant experience in the practice of criminal law, e.g. judges, prosecutors, lawyers, police etc.;
• Minimum of eight years of progressively responsible professional experience in the criminal justice system, law enforcement and/or public administration;
• Minimum five years of experience in project management, including planning, budgeting, implementation and evaluation;
• Knowledge of the standards and practices of modern criminal justice system;
• Good drafting skills and the ability to tailor reports and presentations to the needs of a specific audience;
• Professional fluency in English including excellent oral and written communication skills; knowledge of other OSCE official working languages would be an asset;
• Ability to operate Windows and Microsoft applications including word processing and e-mail;
• Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
• Ability to establish and maintain effective working relations with people of different national and cultural backgrounds.
