Develop, lead, monitor and evaluate the assigned emergency health project(s). This involves effectively managing and reporting on the projects in line with the objectives, timeframe and budget with a focus on emergency response and health system strengthening, training and coordination. Other important aspects of the role include managing and training the emergency medical teams, as well as primary health care staff, to meet international quality standards in health care delivery, encouraging beneficiary participation, liaising with other stakeholders, and anticipating, planning, and contributing to the development of new health project proposals and reports.

Medair is working under the registration of World Concern in Bangladesh and based in Cox’s Bazar. We have 3 Nutrition centres, 3 Medical Mobile teams and a Shelter distribution project. The main aim of our project is to provide essential services to the Rohyingya people in Bangladesh.

September 2018. Full time, 6 months.

Key Activity Areas

Health Project Management

  • Meet the project objectives within budget and within the allotted time frame, and report promptly any operational concerns to line manager and country health advisor.
  • Provide strong leadership, working to ensure both short and long-term positive impacts and outcomes for the beneficiaries, local health authorities and local health staff.
  • Contribute to development and implementation of a health strategy including proactive planning for responsible exit in consultation with country health advisor, other health staff and field managers.
  • Set clear objectives and indicators for health activities.
  • Continuously monitor and supervise health activities, evaluating progress through outputs and impacts using both quantitative and qualitative data, and involving the health team in analysis and taking appropriate action as needed to ensure continued progress.
  • Provide input into the integration of beneficiary participation in all aspects of the project.
  • Ensure accurate and timely reporting of activities according to Medair and donor’s timeframes.
  • Develop new proposals, linked to the assessed needs and gaps and the Medair country strategy.

Staff Management

  • Line-manage the Health Manager(s), including day-to-day management, development and training, appraisals, etc. It may also be necessary to line manage other health project staff and to liaise closely with logistics staff supporting health.
  • Facilitate regular meetings to assist information sharing between project staff.
  • Provide coaching/ technical supervision to staff in order to develop ownership and full responsibility.
  • Assess the training needs of health staff and ensure that appropriate training is conducted.

Financial Management

  • Manage the health budget for the assigned project(s) and ensure all expenses are according to budget.

Communication and Coordination

  • Develop communication structures with the objective of ensuring good cooperation and partnerships.
  • Actively participate in health coordination meetings and other working groups, representing Medair and feeding back to the health staff and field managers on relevant issues.

Logistics

  • Support the logistics activities of health staff, particularly in relation to the purchasing and restocking of medicines, supplies and equipment for the assigned health facilities and activities.

Quality Management

  • Ensure health projects are implemented in line with donor proposals and international standards.

Qualifications

  • Clinical degree or diploma (nurse, midwife or doctor), or Public Health degree.
  • Prior training or experience with emergency response team.
  • Strong working knowledge of English (spoken and written).

Experience / Competencies

  • 2 years’ post-qualification nursing/medical professional experience.
  • At least 1 year management experience in a health context.
  • At least 1-2 years’ experience working in health in developing countries.
  • Good numerical, report writing and administration skills. Problem solving ability.
  • Knowledge of humanitarian principles, Sphere and HAP Standards.
  • Knowledge and experience of primary health care principles and management.
  • Able to take the initiative, enforce procedures, set clear objectives and delegate.
