Context:

The IOM is the only international inter-governmental agency with a specific mandate for migration and is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing technical expertise to governments, migrants and host communities through a wide range of sustainable solutions contributing to end forced migration and/or improve displacement conditions. IOM has also a leading role in the Camp Coordination and Camp Management (CCCM) Cluster, participates in coordinated humanitarian responses, and engages in inter-agency collaboration to meet the needs of affected-persons and contribute to their protection.

The conflict and violence in Syria has continued to create surges of people crossing the borders from Syria into neighbouring countries. The number of Syrians registered or awaiting registration in host countries has surpassed 4 million and 6.2 million have been displaced inside Syria. Host governments and humanitarian actors, including IOM, are providing relief assistance and protection to this extremely vulnerable population living with host families and in increasingly crowded camps and settlements. The combination of an extremely large displaced population and the accelerating rate of new arrivals is posing a growing challenge to reception communities’ capacity and host government’s response mechanisms.

Page 1 / 4As a member of the UN Humanitarian Country Team in Syria and all concerned neighbouring countries (Jordan, Lebanon, Iraq, and Turkey), the IOM Director General has declared a Level 3 emergency to enhance organizational humanitarian assistance and priorities related to IDPs, refugees and returnees, and is actively participating in the emergency response within this rapidly changing humanitarian context.

The Syria crisis is entering its seventh year and millions of Syrians continue to seek refuge in neighbouring countries including Turkey. It is estimated that over 13.5 million individuals inside Syria now require humanitarian assistance and 6.5 million are internally displaced (HRP 2018). Over 5 million Syrians have fled as refugees (UNHCR).

As this is a Level 3 emergency response, the successful candidate will be under the overall technical guidance of the IOM Whole of Syria Coordinator and Syria Coordination Cell in Geneva, under the overall supervision of the Chief of Mission (COM) in Turkey, the direct supervision of the Head of Sub-Office in Gaziantep and close coordination with Emergency Coordinator in Ankara, and will be responsible for the management, financial oversight and implementation of IOM's ongoing Level 3 response in the area including monitoring and evaluation as well as relations with relevant counterparts, donors and stakeholders. Core Functions / Responsibilities:

1. Oversee, manage and lead IOM's humanitarian response programs and related operations from Turkey in accordance with IOM Standard Operational Procedures.

2. Draft humanitarian response strategies and contribute to Whole of Syria strategic planning of emergency response in Syria from the Turkey hub including preparation of yearly Humanitarian Response Plan and expansion of IOM Turkey activities to other sectors. 3. Supervise and manage international project staff in Gaziantep, including hiring, providing training, assigning duties and giving feedback to staff members on their performance on a regular basis to ensure the highest standards of work and operational capacity. 4. Provide expert guidance and advice to programme staff on policies and procedures related to emergency programmes and build staff capacity.

5. In coordination with the Resource Management Unit, exercise administrative and financial management responsibility for relevant projects, identifying resource or financial deficiencies, and initiating and proposing corrective action.

6. Review and assess project progress and programme activities and take corrective or alternative action for programme improvement and success.

7. Prepare regular, special and other required reports, and ensure that all reporting requirements are met in a timely manner.

8. Keep abreast of humanitarian policies, international standards and best practices relating to the emergency field for further enhancement of the humanitarian response. 9. Liaise with donor representatives present in Turkey and provide briefings and updates on IOM’s activities and projects in order to fund projects, negotiate with donor representatives and to play an active role in resources mobilization. Formulate submissions to donors. 10. Provide support and expert guidance for the development of new project ideas and programmes in line with IOM humanitarian response strategy and review project proposals before submission to donors.

11. Meet with implementing partners to provide expert advice and oversight, and to resolve Page 2 / 4implementation problems as required.

12. Represent IOM in related meetings with United Nations (UN) and non-governmental organizations (NGO) counterparts.

13. Represent IOM in various forums, including in interagency coordination meetings and meetings called by OCHA convened to discuss coordinated responses to the humanitarian situation in Syria.

14. Support all relevant sectoral working groups, including NFI/Shelter, CCCM, health, protection and education groups with strategic and operational input, as needed. Contribute towards the elaboration of SOPs, harmonized approaches, contingency plans and disaster reduction strategies.

15. Represent IOM Turkey during the IOM Whole of Syria Approach technical meetings regularly convened by Syria Coordination Cell.

16. Undertake international and national duty travel and field visits as required. 17. Perform such other related duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Law and/or International Relations or a related field from an accredited academic institution with seven years of relevant professional experience; or

• University degree in the above fields with nine years of relevant professional experience. Experience

• Substantial field experience in operations, emergency work, including support to displaced populations and/or project management;

• Demonstrated capacity in project management and budget tracking, including grant management and infrastructure rehabilitation;

• Proven track-record in successful project development;

• Experience in transition and recovery programming, as well as emergency preparedness and response;

• Experience in liaising with governmental and donor authorities as well as with national and international institutions.

Languages

Fluency in English is required. Working knowledge of Turkish and/or Arabic is an advantage. Desirable Competencies:
