VACANCY  ANNOUNCEMENT TEMPORARY APPOINTMENT OF PROJECT PERSONNEL

Organizational Context

UNIDO is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. Its mission is to promote and accelerate inclusive and sustainable industrial development (ISID) in developing countries and economies in transition. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the recently adopted 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate in SDG-9, calls for the need to "Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation". Accordingly, the Organization’s programmatic focus is structured in three thematic priorities: * Creating shared prosperity * Advancing economic competitiveness * Safeguarding the environment. UNIDO delivers its services through the following four complementary and mutually supportive core functions: (a) technical cooperation activities; (b) analytical and policy advisory services; (c ) standard- setting and compliance and (d) convening and partnership role. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The position is located under PTC/ENV/MPD; the Programme Development and Technical Cooperation is responsible for providing technical cooperation services on technological and economic issues covered by UNIDO’s mandate in developing countries and countries with economies in transition. The Montreal Protocol Division within the Department of Environment is responsible for assisting developing countries and countries with economies in transition to achieve the objectives of the Montreal Protocol on Substances that Deplete the Ozone Layer of the Vienna Convention for the Protection of the Ozone Layer, and to help these countries comply with the provisions of this Protocol. It does so by, inter alia, assisting the Governments of these countries in the preparation and implementation of policies, strategies and national and sectorial programmes. The Division oversees and manages all aspects of technical cooperation programmes and interventions, which fall under the auspices and funding of the Montreal Protocol. It acts as an Implementing Agency of the Multilateral Fund of the Montreal Protocol, representing UNIDO at meetings of the Executive Committee with the purpose of submitting projects for approval, and of reporting on achievements, inter-agency coordination, and dealing with compliance-related issues.

PROJECT CONTEXT At the 19th Meeting of the Parties to the Montreal Protocol on September 17-21, 2007, the Parties agreed to adjust their commitments related to the phase-out of HCFCs. The national sector plan for the phase out of HCFCs in the Extruded Polystyrene foam sector (XPS) in China was approved by the Multilateral Fund in 2011 at the 64th meeting of Executive Committee. In line with the obligations specified under the agreement between China and the Executive Committee for the implementation of the XPS sector plan, UNIDO is responsible to ensuring co-ordinated planning, implementation and reporting of all activities under the agreement across all relevant sectors, including but not limited to the independent verification of conversion projects. Furthermore, as per Executive Committee decision on the project duration, the XPS sector plan in China (SAP ID 105066) should be completed by 30 October 2018 and project report submitted to the last Executive Committee meeting in December 2018. In order for UNIDO to comply with all the requirements related to monitoring and reporting, project managers require the support of an independent consultant to visit ten beneficiary companies assisted during the XPS sector plan in China with the aim to (i) collect technical and financial information related to the conversion project; (ii) inspect current production; (iii) verify phase-out of HCFC and the use of replacement alternative on the converted production line; (iv) collect evidence on destruction of equipment replaced by the project, and (v) prepare the relevant company verification reports to be submitted to the Multilateral Fund in support to the final XPS report. Duty Station: Home-based with missions to China and Vienna Approximate duration: 55 working days over a period (End of contract: 31 December 2018)

Main Functions

The incumbent is requested to implement the verification of 10 company beneficiaries by undertaking the duties listed in the table below: 1. Collect baseline information on companies to be verified; 2. Undertake two verification missions in China during which the incumbent will: - undergo detailed technical verification of production lines at 10 XPS beneficiary enterprises; - collect and verify data on baseline equipment and replacement equipment in a database/excel sheet including complete name and address of the companies as well as all relevant data in regards to phase-out of HCFC-22 and HCFC-22/HCFC-142b; - collect documents and proof of the destruction of ODS-based equipment and baseline equipment; - collect photographic evidence of the new lines; - and define a list of XPS selected beneficiary companies. 3. Prepare and submit detailed verification reports to UNIDO for consideration and comments; 4. Present the findings of beneficiary verifications to Project Manager at UNIDO's headquarters in Vienna.

Minimum Requirements

Education

University Master's degree or equivalent (Chemical, Industrial, Environment) or other relevant discipline.

Languages

Fluency in written and spoken English is required. Fluency and/or working knowledge of another official UN language - in particular French - is desirable.

Field of Expertise

A minimum of 7 years practical experience at the international level involving technical cooperation in developing countries including experience in the field of UNIDO MP programme and project formulation, implementation and evaluation in the XPS sector, including experience in auditing converted manufacturing enterprises and preparing reports. Exposure to the needs, conditions and problems in developing countries.
