ORGANIZATIONAL CONTEXT

General guidance and support are received from the Head of Office. However, the incumbent should be able to work under minimum supervision, be creative and innovative.  Guidance may also be given by the various specialised units in the office.

Within UNHCR: Close contacts with all sections to gather and analyse information.
With EXTERNAL Parties: All implementing partners and UN agencies to gather analyse and disseminate information about UNHCR activity information.
Impact of Work:  Accurate and well-presented information will promote UNHCR action for persons of concern, contribute to good decision making, and help for fund raising.
Errors can lead to inappropriate action, and impact negatively on UNHCR¿s image and affect funding raising efforts

FUNCTIONAL STATEMENT:

Accountability
- UNHCR Office has analytical reports on the activities under its area of responsibility (AoR) thus better able to meet the needs of persons of concern.
- Reports to promote UNHCR activities are prepared and distributed in a timely manner.

Responsibility
- Keep abreast with all developments in the activity to prepare appropriate briefings and reports;
- Consolidate and analyse data on programme implementation and indicators in all sectors under AoR  in order to facilitate the preparation of periodic reports, i.e. Sitreps, activity-specific reports as may be required;
- Liaise closely with all Units of the programme in the country in order to gather and collate accurate data about persons of concern and assistance activities; 
- Work closely with Information Management  and GIS to ensure accurate and attractive data presentation on the maps;
- Prepare and distribute minutes of the co-ordination meetings that are held periodically in the country of assignment;
- Meet and brief visitors on all UNHCR activities, where necessary  together with appropriate specialist/ programme officers;
- Draft donor reports;
- Draft and/or check all reports from management;
- Perform other related duties as required.

Authority
- Select and make pertinent abstracts and search for information.
- Have access to data and information related to the functions.
- Liaise with external partners on behalf of UNHCR.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED

- Undergraduate degree (equivalent of a BA/BS) in Journalism, Communications or a related field plus minimum 6 years of previous work experience relevant to the function. Graduate degree (equivalent of a Master's) with 5 years or Doctorate degree (equivalent of a PhD) with 4 years of relevant working experience may also be accepted.
- Good communication skills, good writing skills and good knowledge of computer applications.
- Knowledge of English and UN working language of the duty station if not English.

DESIRABLE QUALIFICATIONS & COMPETENCIES:
- Good knowledge of UNHCR programmes, policies and activities.
- Completion of UNHCR learning programmes or specific training relevant to functions of the position.
- Knowledge of additional UN languages.

The Reporting Officer under the overall supervision of the Representative, will be part of the Executive Office of UNHCR Turkey in charge of preparation and compilation of general and thematic factsheets of the operation, compilation and drafting of monthly internal situation reports, background documents, notes for Senior Management Committee on a weekly basis, talking points and meeting minutes as relevant.  S/he will be fully responsible to ensure that all information and data from various units and field is captured, documented, analyzed and reported in a results-based and timely manner for internal and external consumption.  The incumbent will be part of the Octopus, the UNHCR Turkey coordination group on external messaging and communications and will work in close cooperation with units including Liaison, Public Information and Communications, Donor Relations, Interagency and Information Management. The Reporting Officer post requires an incumbent with strong drafting, analytical, interpersonal, organizational, strategic planning, negotiations and communication skills.  It is expected that the applicant will have demonstrated knowledge of print publications, use of information management and print publishing programs and tools.  In order to prioritize and summarize a large quantity of information, the incumbent is required to have understanding of both protection and operational issues, advocacy points and positions of UNHCR.  Equally important will be proven experience in employing a range of reporting tools in humanitarian, human rights and/or development contexts.  The incumbent will need to interact with a variety of actors and partners on a regular basis, including internal and external stakeholders.  External interactions can be sensitive and will require high levels of diplomacy skills.  She/he may be expected to provide guidance to staff under her/his supervision.
The incumbent is expected to have a pro-active mature attitude and be able to perform well under stress. For the past years Turkey has become the largest refugee-hosting country in the world with nearly 3.6 million Syrian refugees and over 366,000 asylum seekers and refugees from countries such as Iraq and Afghanistan.  This population may still grow considering the dire situation in countries of origin.  In addition, the situation at the Western sea and land borders have opened a new expanding role for UNHCR in the context of monitoring mixed flows.

The Reporting Officer will be working under the direct supervision of the Representative in Ankara in preparing thematic and operational updates on the refugee response, preparing situation reports, special highlights for refugees operation, thematic updates, operational and thematic factsheets, provide support and draft reports on special events and workshops; support in preparing background notes and talking points, in taking minutes of a meeting, disseminating information, providing briefing kits, participating in meetings and contributing to developing messaging and external relations strategies.

In support of the Representative, the Reporting Officer will play a key role in capturing and reflecting particular areas of the UNHCR Turkey operations. This work will involve developing strong relations with all stakeholders and maintaining useful links through networking. Ankara is an A duty station. Access to accommodation, supply and transport facilities is at high level. The incumbent is expected to find an accommodation independently or as in most cases assisted by real estate agents.  Current operational circumstances may require long working hours. Ankara enjoys a relatively clam context underscored by a low crime rate. The Turkish Security Apparatus is experienced, well-resourced and effective. Burglary, petty theft are the most common crimes in the city. However, compared with recent years, there has been a relative decrease in street crimes. There is no direct crime threat against the UN in the Region. The current security levels in all of Turkey were raised in early 2016, however, Ankara duty station is Level 2 (low). There are no known direct threats towards the United Nations and its staff in the area but it is a rapidly changing security environment There has been a significant increase in the number of Civil Unrest-related incidents in country du wide owed to socio-political issues and it is assessed to likely due to the recent developments that sees Turkey increased involvement in the Syrian crisis. UN staff in Ankara are advised to take the necessary precaution in line with established security measures in general.  Area Security plans and Security levels are being updated.  As a result good security awareness is needed by individual staff members.
