Context:

The Transition and Recovery Division (TRD), part of the Department of Operations and Emergencies (DOE), supports the Organization’s activities that address the drivers and the impacts of forced migration by promoting policy and global strategy development, local and international partnerships, and through the provision of technical support to IOM Missions and governments. TRD assists communities, mobile and crisis-affected populations to promote stability, build peace and resilience, and to cope with both the root causes and the long-term effects of natural disasters, environmental degradation, gross human rights violations, instability, violence and conflict.

Included in these efforts are programmes to support durable solutions to displacement including sustainable return and reintegration, livelihoods support, community stabilization, reintegration of specialized groups such as demobilized soldiers, and support to elections programmes for displaced and Diaspora. TRD is responsible for spearheading the Organization’s approach to the Humanitarian-Development-Peace Nexus, as well as in Disaster Risk Reduction and resilience-building in fragile and crisis-affected environments. TRD works with DOE’s Regional Thematic Specialists and coordinates closely with the Preparedness and Response Division to incorporate a comprehensive, holistic response to crisis management and recovery. Under the overall guidance of the Director, Department of Operations and Emergencies, and under the direct supervision of the Head, Transition & Recovery Division, the successful Page 1 / 5candidate will provide technical and information management support to TRD/DOE activities on IOM transition and recovery operations.

Specifically, s/he will facilitate systemic coherence of programming within the Division, and between key counterpart Divisions, including through:

(i) improved information and reporting products, (ii) review and the development of specific information and data-management tools to improve evidence base, and encourage best practice and global standards in the project assessment and development processes, (iii) the improvement of project-level data collection and monitoring; and (iv) enhanced knowledge management (KM) and dissemination systems within the Division and the Department, and within the DOE network.

Core Functions / Responsibilities:

Information Management

1. Report, publish and provide quantitative and qualitative data on DOE/TRD activities. 2. Contribute to the development of and track key programmatic outputs for the Division and support the development of a robust results-based management framework for Divisional and relevant integrated Departmental activities.

3. Collect and analyse TRD project data and make recommendations to the Division to improve the evidence-base for TRD-related programmes.

4. Ensure that the DOE Online Project System (OPS) is kept up to date with all endorsed and active TRD projects; manage database updates and provide regular reporting on project information and data (funding levels, beneficiaries, frameworks, etc.).

5. In coordination with TRD and the Statistics and Knowledge Management (SKM) team, assist in improving the DOE OPS, coordinating with Regional Thematic Specialists, coordinating with institutional project tracking mechanisms, and in facilitating its use.

6. Support the update and accuracy of TRD products, documentation and information materials, and regularly ensure the update of content on the DOE Portal and/or Internet. Project Development, Coordination and Implementation

7. Monitor current crises and transitional/recovery contexts and inform Division, country offices and regional offices of any new developments or opportunities.

8. Monitor, track and follow up on Division communications and response to requests for technical, resource and project support.

9. Coordinating as required with DOE Divisions and TRD team, review and provide recommendations on the endorsement of project proposals and donor reports, verifying coherency, quality and consistency in global submissions of proposals.

10. In close coordination with Donor Relations Division, improve the presentation and coherence of TRD-related resource requirements within the Organization’s Crisis Compendium; regularly evaluate and encourage additional or innovative resource mobilization tools for stabilization, transition, peacebuilding and recovery requirements.

11. Particularly within designated L3 crisis contexts, ensure close liaison with emergency response operations and the PRD Division, track project resourcing, and facilitate close integration of transition and recovery requirements within Humanitarian Appeals, including Page 2 / 5Organizational Appeals.

12. Contribute to the preparation of inter-agency as well as institutional Appeals, following up on the Division’s technical input to the development and requisite endorsements particularly of L3 related projects.

General TRD/DOE Support

13. Assist TRD in the development of products and tools related to its programme areas, such as guidance notes, information sheets, training products and compendiums and talking points and ensure that these tools are kept up to date.

14. Provide technical inputs to Headquarters (HQs), Regional and field offices for the development of strategies in programme areas and/or countries undergoing transition and recovery.

15. Monitor current crisis situations and inform Division of any new developments or opportunities to improve project development and fundraising.

16. As agreed with Head, TRD, carry out research and contribute to the formulation and development of concept papers, reports and project documents to contribute to institutional strengthening and capacity building initiatives within the transition and recovery division. 17. Undertake duty travel with the aim of project/programme assessment, liaison with counterparts, provision of information and guidance, and discussing new initiatives, as required. 18. Perform such duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Political Geography, Economics, Business Administration, International Relations, Law or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience. Experience

• Relevant professional experience in international relief and development assistance, including project development and implementation, preferably related to assisting vulnerable groups, community engagement and/or post-conflict issues;

• Operational work experience in an emergency, crisis or post-crisis context preferred; • Strong drafting, writing and organizational skills including background, training or experience in publications, visibility work and design;

• Strong organizational, administrative, coordination and communication skills; • Experience in project development and reporting processes, especially in packaging and presenting finished products;

• Strong knowledge of UN, IOM and NGOs mandates, coordination processes and programmes in humanitarian settings is valued;

• Familiarity with research tools and policy development processes valuable; • Experience or familiarity with resource mobilization strategies and engagement; • Knowledge of project monitoring and evaluation processes;

• Familiarity with relevant professional frameworks, including peace, security, risk reduction and development frameworks, that guide transition processes from relief toward recovery, reconstruction, resilience-building, and stabilization is advantageous;

• Experience in liaising with government authorities, inter-governmental institutions, other Page 3 / 5national and international institutions and national and international NGOs; • Proven knowledge and understanding of the DOE thematic areas and how they relate to preventing and addressing crises, including crises created by natural disasters and conflict, is valued.

Languages

Fluency in English is required. Fluency or working knowledge of French and/or Spanish is an advantage.
