DRC has been operating in the Middle East and North Africa (MENA) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Algeria, Libya/Tunisia, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman. DRC has 17 offices and approximately one thousand staff members across the MENA region. Following an internal HQ restructuring, from 1st January 2018 the region is focusing on the Middle East, hence Algeria, Tunisia and Libya will transition to a new region during the course of 2018, while Yemen will join the Middle East region.

 

 

About the job 

Under the supervision of the Livelihoods Manager the Livelihoods Officer (CASH) is responsible for planning, implementation and follow up of livelihoods activities/projects in the assigned areas. Your main duties and responsibilities will be:

• Supervise the Livelihoods team in charge of Cash distributions, assign tasks to the team members and manage the daily workplan. This includes coaching, ensuring coordination between staff and staff capacity building. 

• Identify new areas of operations for Multi-Purpose Cash Assistance projects and conduct relevant assessments and surveys, such market assessments, requested in the target areas.  
• Identify beneficiaries in the field through DRC and CCI assessment tools and selection criteria in an independent way and without pre-established lists, share the data to the Erbil IM for the selection of eligible beneficiaries. 
• Identify, coordinate and security check appropriate distribution locations in the field. 
• Liaise with the other DRC departments for coordination of work and referrals from and to livelihoods. 
• Liaise with other relevant humanitarian actors in the area for coordination of work.  
• Liaise with local authorities for implementation of MPCA projects upon requests. 
• Ensure timely and technically sounds planning, implementation and follow up of MPCA projects in the assigned area. 
• Enhance the quality of MPCA programming throughout the project cycle through initiatives such as beneficiary consultation, market analysis, and innovation, etc. 
• Prepare and maintain up to date work plans, in line with project and budget documents. 
• Identify any logistic and finance needs and prepare and submit accordingly any logistic and finance documents needed to the relevant department or to focal points.  
• Document and archive logistic and finance documentations (such as PR, advance requests, etc.) 
• Prepare and submit weekly report to supervisor and any regular qualitative reports within given timeframes. 
• Attend all MPCA field/onsite visits to implement assessments and distributions with the team.  
• Deal with complaints or issues related to Cash/ NFI distribution in the field. 
• Ensure beneficiaries are respected and cared for during distribution activities and prioritize vulnerable cases during distribution and provide needed support. 
• Conduct bilateral interviews and/or focus group discussions when requested with vulnerable households in order to identify specific and refer cases with specific needs and refer protection cases when identified to the protection team. 
• Contribute to refining of data collection, business proposals, reports, photos. 
• Ensure that project activities develop and are implemented in line with DRC’s mandate, policies, procedures and country strategy, as well as with donors requirements and international protection guidelines. 
• Ensure Age, Gender and Diversity (AGD) approach to livelihoods is consistently applied through community and rights based participatory methods. 
• Ensure the respect of DRC Code of Conduct, the confidentiality and humanitarian principles and contribute to the integration of protection and AGD mainstreaming into DRC livelihoods programming. 
• Any other duties as directed by the Livelihoods Manager.

• Proven experience of at least 3 years in MPCA programming  
• Technical competencies in Cash assistance 
• Experience with supervising teams and providing technical guidance and training

Contract length: 6 Months 
Level: C 1
