A draft CPF and draft Executive Summary has already been prepared for Fiji. Based on the mentioned preparatory work, the consultant will also be required to support the GGGI team in preparation of any further supporting documentation, conducting and synthetizing results of CPF consultations, consulting with key Ministries and finalising the CPF strategy document itself as per the CPF guideline.

Introduction:

Based in Seoul, the Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.

 

GGGI supports stakeholders through complementary and integrated workstreams – Green Growth Planning & Implementation and Investment and Policy Solutions – that deliver comprehensive products designed to assist in developing, financing, and mainstreaming green growth in national economic development plans.

 

The consultancy is under the Green Growth Planning and Implementation (GGP&I) Division of GGGI. GGP&I carries out the hands-on, in-country work of GGGI. Macro-economic and sectoral analyses are carried out to identify green growth opportunities in a given country as well as establish trust with government counterparts and other partners in-country. Next, based on the analysis, GGP&I offers a comprehensive set of services from national to sectoral planning, strategy development, technical analysis and assessment to project planning, design, identification of financing and implementation. The approach is both flexible and tailored to local needs. GGGI works at national, state, and city levels to develop strategies and convert them into implementable actions that reconcile short-term development needs with long-term vision.

 

GGGI has been working in Fiji 2015 and has an office with 5 staff based in the Ministry of Economy. GGGI has implemented two biennium work programs for 2015-2016 and 2017-2018 and is now in the final stages of approval of the 2019-2020 work program. GGGI areas of work in Fiji have focused on mainstreaming green growth into national plans, developing low carbon policies and strategies, developing green energy infrastructure projects and more recently carrying out studies for green cities planning, including for transport and waste. In 2019-2020 these areas of work will continue with overall focus in the energy, transport and green cities areas.

 

Based in the GGGI Office within the Ministry of Economy, Department of Strategic Planning in Suva, the Consultant will work under the supervision of the GGGI Pacific Regional Representative.

 

Objectives/Purpose of the Assignment:

 

The Country Planning Framework (CPF) is a planning document aimed at delivering in-country results that are aligned with National Priorities and the GGGI Strategic Plan and Results Framework. A meaningful and high-impact country strategy will ensure the sustainability of results, the capacity for continued delivery of results, and greatly increase the likelihood of sustained funding. In essence, the CPF will be the guiding strategy document for in-country programming and any new project design. The project logical frameworks should be nested within the CPF’s Results Programming, to which a project’s logical framework outcomes should contribute.

 

The ability of the CPF to translate into a practical and effective in-country strategy that optimizes returns from investment will be contingent on the adherence of the following key principles:

  • Ownership -The CPF is co-owned by the government and all other relevant stakeholders including civil society organization, and the private sector. The document should be endorsed by the lead Ministry with which GGGI has an agreement, as well as the DG of GGGI. In Fiji this is the Ministry of Finance.
  • Mutual Accountability –The CPF demonstrates the commitment of GGGI in a particular country, given the availability of adequate resources, to supporting the Government and the private sector in their efforts to achieve agreed objectives. By endorsing the CPF, the Government in turn commits to collaborate and provide support in implementing the CPF.
  • Alignment –Government priorities as stated in its National Development Plan 2016-2020 and other sectoral policy documents as well as GGGI’s Strategic Plan 2015-2020 will inform and drive the CPF formulation. The CPF will also demonstrate relevance and contribution towards the Sustainable Development Goals.
  • Leadership –The Country Representative, under the strategic guidance of the Country Portfolio Director and the committed leadership of the Ministry of Finance alongside other key government counterparts, manages and guides the CPF formulation.

 

The 5-year CPF is a strategic planning tool in determining a long range view of what GGGI hopes to achieve with its partner government in delivering greener growth. It is important that in-country stakeholders collectively endorse the CPF as it will serve as the basis for decision-making, planning, performance measurement, and resource mobilization and allocation. A CPF guideline will be provide the general structure and content guideline for the CPF exercise.

In particular, this consultancy will support the following activities and deliverables:

 

 

Scope of Work:

 

The consultant shall carry out the following tasks:

 

  1. Review all materials prepared to date: interview notes, existing CPF inception report, stakeholder analysis, situations analysis, presentations, WPB2019-2020, summary of meetings with the Department of Strategic Planning and Climate Change Division, current project portfolio, draft CPF and draft Executive Summary

 

  1. Review the theory of change within the draft CPF and draft Executive summary and make adjustments where needed based on latest Fiji Government policy documents and in close consultation with the Pacific Regional Representative.

 

  1. Carry out a round of consultations with key sectoral Ministries (Ministry of Economy, Ministry of Infrastructure and Transport, Ministry of Industry, Trade and Tourism) alongside the Pacific Regional Representative to present the theory of change and confirm findings are valid and supported for inclusion in the CPF.

 

  1. Prepare a revised 2-page Executive Summary of the CPF, including an indicative budget for the actions identified, and spelling out strategic and quantified development outcomes for 2019-2024 and GGGI’s theory of change for achieving these outcomes.

 

  1. Support the Pacific Regional Representative to circulate the Executive Summary to the Head of Programs for Asia-Pacific and GGGI thematic leads and incorporate feedback. Then support the Pacific Regional Representative to present the Executive Summary to the GGGI Management Team for approval and make any adjustments based on feedback received.

 

  1. Based on the above materials and following the approved Executive Summary and guidance from the latest CPF guidance note and template (which will be provided) and working closely with the Pacific Regional Representative and Head of Programs for Asia-Pacific, prepare a new draft of the CPF (approx. 20 pages) and an accompanying presentation reflected the revised theory of change and the approved Executive Summary.

 

  1. Support the Pacific Regional Representative to present the draft to our counterpart Ministry in Fiji (the Ministry of Economy) and integrate their comments and any further comments from the GGGI Management Team into a revised final draft ready for final approval by the Government of Fiji and the GGGI Director General.

All reports and materials must be in English (United States), prepared in accordance with GGGI’s publication and formatting requirements, and submitted in electronic formats along with complete sets of raw data, research materials, interview notes, meeting minutes and any related information gathered during the assignment.

Qualifications/Experience/Expertise

  • Masters degree in the field of engineering, environmental management, economics, public policy or political science or other relevant field
  • Experience in engaging with Government and other stakeholders (private sector, NGOs, civil society)
  • Experience in project design, theory of change articulation and logframe development
  • More than 5 years relevant experience in policy, planning and/or techno-economic analysis
  • Experience working in Pacific Island Countries.
  • Relevant work experience in Fiji would be an advantage
  • Experience in the energy, water or infrastructure sectors is an advantage.
  • Knowledge of climate finance is an advantage
  • Overall understanding of the concept of green growth and climate change vulnerability in the context of developing countries
  • Fluency in English and excellent report writing skills are essential
