You will be joining a team of around 3000 staff in the Lebanon Field Office working to foster the human development of some 470,000 registered Palestine refugees.••

The Budget Officer will be responsible for:

The main responsibilities include:

Reviews and checks budget estimates, adjustments and reports to ensure conformity with the Agency's instructions; monitors and reviews budget sheets to ensure implementation of procedures to control and monitor expenditure; prepares forecasts and evaluates reports and prepares and consolidates estimates; Reviews on monthly/quarterly basis the budget and expenditure data, reports and follows-up on significant over or under expenditures, adjusts and controls budget reserves and participates in the quarterly budget reviews; Advises expending officers on budget preparation and coordinates corrective actions; circulates Headquarters budget instructions and ensures timely submissions of budget estimates; Checks and edits List of Requirements (LORs), List of Requirement Consolidated (LRC) and Purchase Orders (POs) for proper coding before and raises the necessary Hard Commitments (HCs) and Soft Commitments (SCs) into the PIMS; Monitors, maintains, and reports on projects funds in coordination with the Field Projects Office and advises Departments Heads on the status of projects' funds; Certifies availability of funds and issues sub-allotenart advices to Imprest Funds; Compiles and verifies budget statistics and other related financial information as required; drafts correspondence and prepares reports and statements related to his/her functions; Advises Field Finance Officer/Deputy Field Finance Officer on budget matters including preparation of biennium budget and takes corrective action; Analyzes, raises the obligation documents, reconciles/analyzes on monthly basis the obligation status reports with budget and expenditure reports; analyses budget reports to explain variances; Verifies, enters, and retrieves budgetary data in the finance system, produces and distributes on monthly basis budget and expenditure computer reports to Field's departments and offices; Answers queries raised by the expending officers on matter concerning the budget allotments, expenditure and any necessary corrective actions; Acts as required for the Deputy Field Finance Officer or for any of the Field Finance Office Branch Head; Performs such other duties as may be assigned.

Conditions of service•

Monthly basic salary L.L. 2,334,637 + SOA 0.30%

Other benefits include:

Provident Fund contribution (15% of basic salary paid by the Agency)

Dependency allowances, Dependent spouse: L.L 60,000 per month

To qualify for this position, you will need:

Education

A university degree in accountancy, business administration or related field.

Work

experience

Five years' experience in a finance, budgeting or accounting office of a governmental, international, or commercial organization with an emphasis on a computerized working environment

Language(s)

Excellent command of spoken and written English and Arabic.

You will also need to demonstrate the following competencies:

•                  •••••••Ability to use a computer and work on various spreadsheet applications such as Excel and Access;

•                                                ••••••Excellent analytical skills;

•                                                ••••••Effective written and oral communication skills;

•                                                ••••••Excellent supervising and reporting skills;

•                  Ability to cope with multiple tasks effectively.

Desirable Qualifications

•                 Membership of an officially recognized accounting body such as AAT;

•                 Knowledge of UNRWA's accounting and budgeting system and procedures;

•                 Working experiences with computerized financial systems.

Additional Information

The incumbent may be requested to travel inside the area of operations.
