Programme Manager (Expatriate short term assignment)

We are looking for an experienced candidate to fill the role of Programme Manager for DRC in Bangladesh.

About the job

This temporary assignment entails managing and overseeing the direct implementation and strategy of DRC’s host community programme in Bangladesh. This position will therefore be responsible for the development, design and implementation of the programme, directly managing WASH, GBV and protection activities; working closely with the HOP and the Senior Programme Managers to develop 2019 strategy, which includes starting up livelihoods sector in the response. The post holder will also manage the Government Liaison Coordinator in his day to day tasks, offering guidance and advice and disseminating feedback from him throughout the organisation. Given the scale of the programme in the camps, the postholder will also be expected to work closely with the HOP on other delegated camp-based activities, ensuring that DRCS programme remains relevant, efficient and on track as per donor commitments.  

This is a temporary role for 6 months, and the candidate must ensure the tasks and responsibilities are passed on in full, to the relevant staff at the end of the contract period, a new organigram will be implemented while the selected candidate is in place and tasks will be assigned within the organogram to hand over. The main responsibilities include:

 

Program management:

  • Overall responsible for the host community programme.
  • Lead the programme team in carrying out integrated multi-sectoral assessments/gap-needs analysis
  • Take the lead in proposal development with support from other members of the team

 

People Management:

  • Directly line manage international and national staff.
 
Coordination:
  • Network and develop working relationships with different organisations, participating in external meetings (local authorities, UN and NGOs), proactively ensuring that DRC develops and maintains a positive profile.
  
Monitoring, Accountability and Reporting
  • Work closely with other members of the team to ensure there is an overall accountability and monitoring plan.
  • Include the participation of beneficiaries and communities, particularly those most vulnerable or at-risk, in all stages of the project cycle where appropriate.

About you

To be successful in this role the ideal candidate should have min of 5 years experience within a similar role managing WASH, protection and Livelihoods programming. The ideal candidate should also have good understanding of transition programming with the ability to design, implement and monitor programmes in a context with large refugee populations.

  • Degree or equivalent in a relevant discipline (preferably development studies/international relations, politics, sociology, humanities)
  • A proven record of effective and complex management including managing budgets, staff and funding of the programme. This includes excellent people management skills, with a good understanding of team development and proven financial management skills.
  • Proven ability to work creatively and effectively, with the ability to take the initiative
  • Proven experience as a team worker and demonstrably co-operative with members of other teams.
  • Proven experience of managing restricted donor contracts (prior experience of managing ECHO funds is required)
  • Forward planning in terms of budget management and, financial management; developing proposals and reports.
  • Excellent organizational, problem-solving and negotiation skills. The ability to remain calm whilst deal with conflicting priorities/work under pressure is essential.
  • Excellent interpersonal and communication skills (written and verbal English) and the ability to write clear, concise reports.
  • Proven evidence of leadership skills including challenging, motivating and developing a team through periods of change.
  • Prior experience of working with partners, including the ability to analyse and select partner, capacity build partners and manage the relationship proactively.
  • Ability to work with others to develop vision into strategy and communicating and influencing this to a wider audience.
  • Commitment to DRCs overall aims and policies with emphasis on protection programming

We offer

DRC will offer the successful applicant 6 months contract.
