Cash Distribution Officer

Background

The Danish Refugee Council (DRC) has been providing relief and development services in Yemen since 2008. Using right-based approaches, DRC has mainly focused on refugees, migrants and internally displaced People by conflict and natural disasters. Programs include WASH, protection, Food security/livelihoods and mine risks education, amongst others. DRC has hub offices in Sana’a, Aden, Hodeida and several sub-offices throughout Yemen.  In response to the humanitarian needs and the resulting increase of conflict affected population in Yemen, DRC is seeking the services of a qualified Cash Distribution Officer to support our emergency mobile rapid response team.

Job Title: Cash Distribution Officer ((Emergency Response Department)

Location: South Yemen, Based in Al Mukkha with frequent travel to Taiz

Contract: Standard

Duration: 6 months

 

Purpose

The Cash Distribution Officer is responsible for processing cash beneficiary lists approved and authorized by the Emergency Coordinator, deals with the cash transfer agents and follow-up on beneficiary receipts for monthly reports. Is responsible for ensuring that day to day documentation and financial management functions are performed in accordance with DRC policies, agreed Standard Cash Operating Procedures (SOPs). The Cash Distribution Officer supports and contributes to the organization and implementation of all distribution activities. Supporting the emergency response in Yemen and ensuring an effective team and enabling environment are in place that achieves emergency programme results.

 

Reporting lines

a) Reports to: Emergency Response Manager and administrative to the HoO – Aden

b) Subordinates: Field Assistants- Cash Distribution.

 

Responsibilities

 

Main Tasks

Cash and vouchers:  

1.     Adhere to standard operating procedures for cash distributions using the selected service provider(s) per the Cash Transfer Programming manuals and Program Management Manual

2.     Plan and implement cash distribution activities in hard to get areas.

3.     Work with partners to ensure clear communication with affected communities regarding targeting criteria, entitlements, how to access assistance and give feedback

4.     Ensure all protection concerns are met and dealt with during the distribution process including but not limited to protection mainstreaming guidelines.

 

5.     Prepare and share beneficiary list and registration form and share it with Cash Transfer Agent (CTA)

6.     Support the CTA in developing timely distribution plans

7.     Monitor the cash transfer agents in processing the disbursements

8.     Ensure beneficiaries are respected and cared for during distribution activities

9.     Prioritize vulnerable cases during distribution and provide needed support; Refer protection cases when identified to the child protection/protection team 

10.  Establish and maintain effective program reporting, monitoring and evaluation systems for both internal and external use. Ensure filing adheres to internal protocols and is regularly maintained

11.  Attend all relevant cluster meetings

12.  Deal with complaints or issue related to Cash/voucher distribution through distribution hotline 

13.  Participate in various post distribution monitoring surveys

14.  Report on unmet needs and gaps in Cash distributions to the Emergency Coordinator 

15.  Carry out the daily / weekly / monthly work plan as directed by the Emergency Coordinator  

16.  Participate in assessments, selection and training to volunteers and distribution workers  

17.  Manage conflicts when they arise and possible solutions. 

 

Monitoring  

Monitor and evaluate on going cash/voucher activities and report on unmet needs and gap.

Other 

• Any other duties as may be assigned by the line manager; 

• Conduct duties in accordance with DRC Yemen programme Standard Operating Procedures (SOPs); 

• Conduct duties in accordance with DRC Code of Conduct. 

 

Qualifications & Preferred Skills

About you: 

Essential qualities and experiences: 

• 2 years of NGO/UN field experience in a similar position.  

• Good communication skills (reading, writing, speaking).  

• Ability to write weekly activity reports and communication pieces.  

• Spoken and written Arabic and English is essential 

• Excellent organizational skills, ability to determine priorities and attention to detail a must. 

• Ability to work in a multicultural context as a flexible and respectful team player. 

• Experience of working with UN or Non-Governmental Organizations and Local Governments. 

• Understanding of gender, protection and human rights. 

• Strong networking, interpersonal and presentation skills.  

• Knowledge of IDP crisis.
