The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. We are seeking to fill a consultancy position of TEC Governance Specialist based at our Headquarters in Rome, Italy. Duration of assignment 11 Months.

The Technology Division (TEC) has embarked on a transformation journey to become a flexible, customer-centric, digital leader. This requires the establishment of a consistent governance framework to implement steady and robust policies and standards.

Under the direct supervision of the Head of TEC Governance, the incumbent will support the implementation of the governance practice across the TEC division to ensure effective decision-making and that the right behaviors are encouraged.

Duties & Responsibilities

  • Contribute to the definition of the TEC Governance framework and roadmap;
  • Ensure that adequate controls are designed and implemented to fulfill on mandates from regulatory, commercial and organizational sources and that compliance can be appropriately monitored. Working in partnership with other compliance stakeholders interprets compliance requirements and determine the most cost-effective way to achieve the compliance objective;
  • Engage with the branches to understand business objectives, establish requirements and define appropriate governance standards;
  • Identify opportunities for process improvement and contribute to the development of solution options;
  • Support the development of TEC policies and procedures, checklist and guidelines ensuring compliance with applicable regulatory and legal requirements, as well as a good business practices meeting the organizations’ requirements.
  • Runs the secretariat of high-level boards (MISSC and ITAB) and support the successful functioning of WFP's enterprise TEC governance framework;
  • Conduct awareness initiatives and develop training content for TEC staff on TEC governance and TEC policies:
  • Partner with all boards/committees/working groups in the governance framework and with TEC and business counterparts to coordinate production of reports, dashboards and proposals for review and/or endorsement;
  • Manage communications, including presentations, talking points, notes for the record, action items, and messaging for various audiences (i.e., governance boards, TEC staff and all staff at WFP), working together with the TEC Communications Team where necessary;
  • Other duties as required.

Workplace Arrangements:

  • Occasional telecommuting might be requested.

Qualifications & Experience Required

Education:

  • University degree in Information Science, Business Administration, Economics, Law, Computer Science, or related field.COBIT (CGEIT, CRISC or CISA) certification is required, while other certification such as ITIL,
  • CGRC is highly desirable.

Experience:

  • At least five (5) years of professional experience in governance frameworks, preferable in non-profit settings.
  • Experience in managing projects.
  • Experience in organizing and executing board meetings is preferred.
  • Experience with ITIL, TOGAF and other IT frameworks is an asset.

Technical Skills & Knowledge:

  • Collaborative hands-on team member, relationship-builder with a strong business partnering skills and customer service oriented;

  • Strong project management skills, excellent interpersonal, communications and presentation skills;
  • Excellent oral, editing and writing skills;

  • Ethics & Values, Client Orientation, Cognitive Capacity, Stress Resistance, Behavioural Flexibility;
  • General knowledge of UN system policies, rules, regulations and procedures governing administration is an asset.

  Language:

  • Fluency (level C) in English language is essential. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese is desirable.
