Senior ICT Officer (Solution Engineer-Field Platform & EUD)

ORGANIZATIONAL CONTEXT
The post is located within the Platform Section of the ICT Operations Service and reports directly to the Chief of the Platform Section.

The Senior ICT Officer (Solution Engineer - Field Platform & EUD) is principally responsible for ensuring that ICT systems and services based on Microsoft products and technologies, including the underlying infrastructure, are engineered to meet business needs.  This includes ensuring that requirements - both functional and technical - are well defined and consistent with business needs, and that system design specifications, criteria for system testing and user acceptance result in cost-effective, performant and functionally acceptable systems and services.  The incumbent works closely with the Managed Services Providers, business analysts and project managers, but also with Microsoft's product delivery and support teams. In addition, s/he will also be expected to provide technical guidance in the development of solutions and ensure that the solutions developed meet the quality requirements.  The role is principally focussed on project work; however, the incumbent is expected to provide support and expertise, on occasion, to business-as-usual teams as needed.

UNHCR¿s use of Microsoft Products and Technologies covers:
- Microsoft Cloud Services, both on Office 365 and Azure
- Centralized and decentralized field servers, from the OS to the hypervisor layer
- On-premise corporate applications such as CRM and SharePoint 
- System and application software running on standard workstations as well as on types of compatible end-user devices (EUDs)
- Management and monitoring tools used to support and operate servers and end-user devices

FUNCTIONAL STATEMENT
Accountability
- Business stakeholders are informed of relevant ICT solutions that can be exploited to enable the achievement of business objectives.
- Technology solutions meet business requirements in assigned projects.
- Microsoft Enterprise products, technologies and services are effectively and efficiently integrated into UNHCR's ICT environments to support business needs and direction, within resourcing and financial constraints.
- Technology standards in the area of responsibility are kept up to date.

Responsibility
- Ensure that business analysts capture and document business needs into functional requirements.
- Work closely with technical leads to capture and document non-functional (i.e. technical) specifications.
- Translate business requirements and technical specifications into a high-level design specifications for software development or acquisition, taking into account UNHCR¿s technological direction, information architecture, and security and control requirements.
- Ensure that architectural and design documents, including solution options and recommendations, are documented and presented to the Architecture Review Board for endorsement.
- Ensure that test plans are designed to meet functional and non-functional requirements and that test results are aligned with business objectives and result in fit-for-purpose solutions.
- Identify appropriate performance level targets for the system during the project phase.
- Participate in production ¿go/no go¿ decisions with respect to certifying that solutions are production-ready and fit-for-purpose.
- Participate in the transition to production handover phase to business-as-usual teams with respect to ensuring the solution is well documented and that support teams have updated knowledge bases.
- Provide business-as-usual third-level support for critical incidents when necessary.
- Oversee the solutions engineering process for significant enhancements performed by the business-as-usual team.
- Oversee and direct the work of solution engineering consultants when assigned to activities under area of responsibility.
- Develop and maintain a lifecycle roadmap for the systems, including upgrades, replacement and retirement of systems and services.
- Lead and conduct vendor analysis and proof-of-concepts for new technologies/solutions.
- Present recommendations to update technology standards to the Architecture Review Board for endorsement.
- Work with UNHCR Managed Service Providers to develop and/or review Microsoft related solutions and services.
- Perform other related duties as may be assigned.

Authority
- Request support from managers for participation of their staff members in solution engineering activities.
- Escalate issues and concerns that may have a negative effect on the successful completion of the systems engineering process.
- Prepare and present solution architecture document prior to formal endorsement by the Architecture Review Board.
- Certify acceptance of solutions upon delivery.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- Graduate degree (equivalent of a Master¿s) in ICT or related subjects plus minimum 11 years previous work experience in ICT including at least 7 years recent experience in solutions engineering. Undergraduate degree (equivalent of a BA/BS) plus 12 years or Doctorate degree (equivalent of a PhD) plus 10 years of previous relevant work experience may also be accepted.
- Experience in engineering solutions for enterprise-wide and field office systems based on Microsoft technologies.
- Deep knowledge of Windows Desktop, Windows Server, Active Directory, EM+S and other Microsoft products and technologies, particularly when used across large Wide Area Networks composed of high-latency, low-bandwidth connections.
- Knowledge and Experience with Microsoft Office 365 and Azure Cloud platforms and services
- Proven ability to develop solution documentation for business and functional requirements using industry standard and generally accepted modelling methods using standard tools.
- Experience working with business partners, understanding business concepts, knowledge of business procedures and applying technical solutions based on standard industry practices.
- Experience overseeing the development and execution of test plans and test matrices, project plans and scope and design documents.
- Experience driving technology solutions from design through implementation leveraging cross-functional teams comprised of staff, vendors, outsource partners, and contractors across multiple locations.
- Experience leading a matrixed team to ensure collaboration and effective operations.
- Ability to influence, manage, and lead negotiations with internal and external partners and stakeholders.
- Ability to communicate effectively with technical and non-technical audiences, including the ability to express complex technical and business concepts to all management levels, peers and the business units.
- Understanding of how IT affects an organization and the ability to link it to business processes.
- Excellent analytical and conceptual skills.
- Fluency in written and spoken English

Staff after having applied to High Risk Duty Stations will have access to country specific information webinars with Field Safety Section (FSS) and Staff Welfare Section (SWS) colleagues and provided with a tool to test their psychological preparedness for serving in High Risk Duty Stations. Applicants who applied for a position in a High Risk country will receive, after the deadline for applications has expired, a joint invitation from the Staff Welfare Section (SWS) and the Field Safety Section (FSS) to participate in these webinars. During the Webinars, latest updates on security and well-being will be provided, and FSS and SWS will address questions raised by participants. Applicants are highly encouraged to benefit, when applicable, from all measures as they provide most up-to-date security and well-being information helpful to assess staff’s readiness to serve in a High Risk Duty Station. A Staff Welfare Officer will also be available, if and when required, to discuss with interested applicants the results of the psychological preparedness tool as well as readiness for assignment in High Risk Duty Stations.
