OBJECTIVES OF THE PROGRAMME

The objective of the Health Financing (HEF) programme is to foster the development of equitable and efficient forms of health financing that enable countries to sustain progress towards Universal Health Coverage. This will be achieved through policy support to countries in concert with WHO Regional and Country Offices, the development and application of tools and approaches, the production of related knowledge products to feed into national policy and implementation processes, collaborating with and guiding partner agencies, and capacity building in health financing for Universal Health Coverage.

DESCRIPTION OF DUTIES

The incumbent will, under the broad guidance and supervision of the first level supervisor\:

 

- Develop and refine methodology on diseases/program/intervention specific expenditure tracking;

- Contribute to data analysis in general and data collection method in particular on external funding;

- Coordinate with disease and health programs, health data collaborative and other partners on development of guidelines, data collection and technical review of the expenditure studies with specific program expenditure;

- Provide technical support to regions and countries on in-depth expenditure tracking study, including diseases, programs and interventions specific expenditure;

- Coordinate with regional offices, in particular AFRO regional office on annual data collection, quality control, government clearance and other aspects related to Global Health Expenditure Database (GHED) publication process;

- Contribute to work plan development, implementation, reports and writing donor proposals;

- Perform other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential\: A first university degree related to medicine or public health and an advanced university degree (masters level or above) in health policy, health economics, and public finance with quantitative anlysis.

Experience

Essential\: At least 7 years of progressively responsible professional experience in the field of costing, expenditure tracking and analysis, financial management, or health financing policy, of which at least 4 years of international experience.

Skills

- Knowledge on health financing policy and overall health system operation and public finance system;

- Knowledge of System Health Account (2011) classification;

- Knowledge of health expenditure data and quantitative analytical skills using statistical software, such as STATA, R, etc.;

- Knowledge about diseases programs and costing;

- Ability to work harmoniously with international and national counterparts from diverse cultural backgrounds;

- Excellent communication skills;

- Interpersonal skills using tact, patience, diplomacy and courtesy;

-Team spirit and time management skills.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 71,332 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4244 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
