1.     Organizational Context

 

a.    Organizational Setting

 

The post is located in the Hague Development and Promotion Section, The Hague Registry, Brands and Designs Sector.  The Hague Registry is responsible for the management and development of the Hague System.  The Hague System is based on the Hague Agreement Concerning the International Registration of Industrial Designs that allows users to seek protection for their industrial designs in the various Contracting Parties by means of a single application filed directly with WIPO's International Bureau, and to subsequently manage those rights under a single title, recorded centrally in the International Register.  The Hague Agreement is constituted by the Geneva Act of July 2, 1999 (the "1999 Act") and the Hague Act of November 28, 1960 (the "1960 Act").

The Development and Promotion Section is responsible for the geographical and business development of the Hague System so as to ensure its global positioning as the system of choice for designs to be protected internationally. Working in close synergies with the other sections in the Registry and other units in the Organization, the Section is responsible for fostering and supporting new accession initiatives, enhancing the implementation of the Hague System in the existing membership and seeking its wider and better use.

 

b.    Purpose Statement

 

The incumbent is required to lead the Section's activities through the development of strategies and the management of initiatives that, by ensuring wider and better usage of the Hague System and its geographical expansion, aim at making it the system of choice for the international protection of designs, in line with WIPO's strategic goal of provision of premier global IP services.

 

c.    Reporting Lines

 

The incumbent works under the supervision of the Director of The Hague Registry.

 

 

2.      Duties and Responsibilities

 

The incumbent will perform the following principal duties\:

 

a.   Manage staff of the Section and evaluate their work by determining priorities and allocating resources for the completion and timely and quality delivery of work products in accordance with results-based management principles.

 

b.   Conduct market research and develop a marketing plan for a wider recognition and effective use of the Hague System in the context of a major expansion in membership and geographical coverage of the Hague System.

 

c.   Plan and oversee the development of a variety of informational/promotional/outreach materials using a range of means for current and potential users, the media and other concerned groups;  plan and oversee the maintenance of publicly accessible information materials, including updates to the "Hague Guide for Users".

 

d.   Coordinate and participate in an expert legal capacity in seminars, training courses and information meetings for users of the Hague System and activities to promote a wider recognition, acceptance and effective use of the Hague System in the current and prospective Contracting Parties.

 

e.   Plan and coordinate activities supporting prospective Contracting Parties in preparation for accession to the Hague Agreement.

 

f.    Develop and maintain high-level contacts with international authorities, user groups and national/regional Offices to coordinate feedback on the operation of the Hague System;  identify and initiate measures to strengthen the cooperation between different stakeholders.

 

g.   Plan, coordinate and control customer-oriented services ensuring high standards of quality and timeliness of service delivery concerning information queries.

 

h.   Represent the Organization at conferences and meetings convened by Member States, observer organizations and other stakeholders and provide expertise and authoritative advice on all legal aspects of the Hague System and the related treaties;  undertake consultations and participate in negotiations with representatives of Member States or organizations.

 

i.    Support the preparation of The Hague Registry's workplan and budget, set performance indicators in collaboration with the Director of The Hague Registry;  monitor the implementation of the budget and workplan and prepare performance reports and strategic plans.

 

j.    Perform other related duties as required.

 

  

3.      Requirements

 

Education

Essential

Advanced university degree in law, business, communications or related field.  A first-level university degree plus two years of relevant experience in addition to the experience mentioned below may be accepted in lieu of the advanced university degree.

 

Experience

Essential

At least 10 years of relevant professional experience in the field of intellectual property at the national and international levels, of which at least five have been spent in leading, designing and implementing information and outreach programs and activities.

 

Desirable

Experience within a national or regional IP Office.

 

Language

Essential

Excellent knowledge of English.

 

Desirable

Knowledge of other official UN languages.

 

Job Related Competencies

Essential

Extensive knowledge of the international IP system, with a high level of legal knowledge in the field of industrial designs. 

Ability to formulate legal opinions and draft legal instruments or texts relating to complex questions, and to communicate about these to a diverse audience.

5.       Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the October 2018 rate of 74.6%
