The UNICEF Office of Research is seeking a consultant to provide technical, operational and administrative support related to the office facility management and maintenance. The consultant will be required to support the enhancement and stabilization of office work environment ensuring the best possible solution and utilization of resources.

The Office of Research-Innocenti (OoR) is the dedicated research office of UNICEF. It undertakes and commissions research on emerging or current issues of relevance for children to inform the strategic directions, policies and programmes of UNICEF and its partners. 

In April 2018 our office moved its premises to a larger building in an open-space setting.   Additional work is required to set up and stabilize the building infrastructure, furnishings and to create an effective and secure work environment.

We are looking to hire an experienced facilities and administrative consultant to work on the set-up and finalization of infrastructures that will improve the work environment without compromising on security aspects. The consultant will work closely with an Architect and Operations team developing design proposals in all project phases from initial development to completion and assist in the design and documentation of interior spaces.

In more detail the consultant will provide:

1. Office facility management and maintenance support
• Provide support in achieving an effective acoustic improvement of the new    office/meeting space, working in coordination with the supervisor/OPS team and the   acoustic consultant. 
• Provide support in attaining appropriate interior décor, furnishings and equipment for the new office/meeting space, working in coordination with the supervisor/OPS  team and the interior designer/architect consultant.  Liaise with the host institution (IDI) for any approval(s) required for structural   interventions, if any.
• Coordinate with the host institution as well as building constructors/technicians for required repairs and improvement, as necessary. 
 
2. Planning Safety and Security Procedures
• Support developing plan of action to ensure the safeguarding of premises, assets   and resources in accordance with UN/UNICEF facility and security management    guidelines.
• Support developing the plan of action to ensuring safety and security of staff,   taking into consideration the recommendations from the “Worker’s Safety and Health   Assessment” report. 
• Arrange the post-move security assessments by the UN Security Coordinator for Italy  and the UNICEF Security advisor.  Follow-up on any improvement measures, as    required. 
• Assist updating UNICEF security documentation, including the Office Business    Continuity Plan in relations to the new premises.
• Support planning and conducting all security related contingency exercises and    trainings (i.e. first-aid, fire, emergency evacuation, etc.).
 
3. Administrative support and arrangement of contracts with vendors/service providers.
• Provide administrative/contracting support for office premises improvements.
•  Undertake market research to identify potential supplies for service contract when  necessary.
• Support preparing appropriate solicitation documentation in accordance with UNICEF   Supply manual and procurement policies: prepare Request for Quotation, Invitation   to Bid and Request for Proposal for supplies and institutional contracts as    required.
• Provide support in preparing necessary contracting documentation.
 
4. Other duties
 Perform other relevant and related duties as required by the supervisor

Qualifications and/or specialized knowledge/experience required and desirable for undertaking the assignment:

  • Completion of secondary education (i.e. high school diploma) is a minimum requirement.
  • Technical and university level courses related to facility management, business administration or related field is an asset.
  • Minimum of six (6) years relevant work experience in provision of facility management and administrative support is required.
  • Previous hand-on experience in planning and delivering facility management/maintenance and administrative support services and contracting is highly desirable.
  • Knowledge of Italian building structure, safety and security codes/norms is an asset.
  • Knowledge of UN/UNICEF rules, regulations and procedures is an asset.
  • IT skills and working knowledge of the Microsoft suite of products (including MS Word, Excel & Power Point) is required.
  • Ability to take initiative, multi-task and prioritize workload.
  • Fluency in English and Italian (verbal and written) are required.
