OBJECTIVES OF THE PROGRAMME

The WHO Global TB Programme aims to advance universal access to TB prevention, care and control, guide the global response to threats and promote innovation. Specifically, it (1)provides global leadership on TB prevention, care and control through the WHO End TB Strategy; (2) develops evidence based policies, strategies and standards for TB prevention care and control, and monitors their implementation; (3) jointly with 6 WHO regional and country offices, provides technical support to Member States, catalyse change, and guild sustainable capacity; (4) monitor the global TB situation, and measure progress in TB care, control and financing; (5) shape the TB research agenda and stimulate the generation, translation and dissemination of valuable knowledge; and (6) facilitate and engage inpartnerships for TB action The Programme Management Unit (PMU) provides for overall strategic planning, coordination, managerial, administrative and monitoring needs of the Global TB Programme (GTB), including the development, monitoring and reporting on the Programme Budgets and related financial matters, overseeing management of mobilized resources, proposal development and donor reporting, and ensuring the efficient allocation of human and financial resources for effective implementation and results of GTB workplans and activities. 

DESCRIPTION OF DUTIES

Under overall guidance of the Director, Global TB Programme and direct supervision of the Programme Manager, Programme Management Unit, the incumbent is responsible for work in the following areas\:1. Support Programme Manager to develop the Program Budget (PB) within the framework of General Programme of Work (GPW) and coordinate the operational planning processes for GTB Programme which includes working with headquarter teams, regions and countries. Overseeing HQ/GTB budget ceiling allocations, workplan development - HR and activity workplans, staffing review, and activity resource requirements and income planning.2. Manage GTB income/awards and coordinates fund distribution to appropriate HQ teams' workplans and to different Budget Centres in the regions and countries to ensure the effective implementation of the workplan outputs, deliverables and reach Programme Budget indicators. Provides analysis of the financial situation of the Department\: income and grants received as well as financial implementation of all workplans and ensure that the Department is within the overall ceiling and on tract with the financial implementation.Responsible for the overall award management for the Department and oversees all the awards are correctly reflected in GSM and conducts the overall financial reporting, while ensuring there is a departmental reserve of funding for staffing and other core activities.3. Responsible for the development and review and analysis of grant agreements with donors and provide advice and guidance to the Programme Manager and Director on budget as well as ensuring that it is within WHO financial policy and procedures.4.Provide finance and budget guidance to technical staff in the development of financial reports, facilitate the issuance of official financial statements and ensure the integrity of all financial reports provided by the Department to partners and donors.5. Manage and conduct monthly financial reporting of the Department and ensure the preparation of statutory financial reports and other financial reports 6. Conduct regular analysis of financial situation, and prepare financial forecasts and scenarios, including HR workplan to the senior management.7. Provide authoritative guidance and sound advice on the correct application of financial rules and regulations to ensure the smooth running of the programme and effective implementation of the workplan within WHO standards. 8. Act as a Department focal point for human resources workplan budget and funding, including regular reviews of actual post occupancy charges and projected funding of all staff in the HR workplan. 
9. Perform all other relate duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential\: Advanced university degree in business administration,economics, finance or accounting.
Desirable\: Professional designation in Accounting such as Chartered Accountant (CA), Certified Public Accountant (CPA), etc.

Experience

Essential\: At least seven years' experience in positions involving administrative, financial and budgetary management, included at an international context. Demonstrated experience in using Oracle based organizational financial and programmatic management software (e.g. WHO GSM). 

Desirable\: UN/WHO experience in budget and finance management at either HQ or Regional Office level. Experience in public health programmes. Experience in applying WHO rules and regulations,procedures and practices.

Skills

Strong knowledge in the fields of budget & finance, administration and management; in-depth knowledge of WHO rules and procedures. Ability to produce accurate and well-presented financial tables and other documents. Ability to work with computer applications commonly used in WHO. Very good knowledge of financial and managerial accounting. Excellent analytical and organizational skills. Ability to communicate and write in a clear and concise manner. In depth knowledge of Oracle based organizational financial and programmatic management software (e.g. WHO GSM).

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 71,332 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4434 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
