Integrated Online Tracing Project Manager

Purpose of the post

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

The ICRC Central Tracing Agency leads the Restoring Family Links (RFL) Tracing services of the global Red Cross and Red Crescent Movement (the Movement). In the course of the past ten years, it has developed an RFL ecosystem for the Movement which includes a case management system for National Societies (NS) - Family Links Answers, a Family Links Website which includes a public online tracing service and a secure back office with protected data on sought persons and enquirers.

Within the development of a new RFL Strategy of the Movement, the ICRC decided that it will ensure the service management and evolution of the existing RFL ecosystem and undertake a number of initiatives aiming at the further development of digital RFL services. In a “testing and learning” and “research and development” approach, these initiatives and projects in should enable the ICRC to define the future of digital RFL services and pave the way for its development.

Under the working name Integrated Online Tracing and Pre-case, this project aims at one side, enabling affected persons to have increased access to information and services through wide variety of integrated channels and means (so called Omni-channel strategy), while National Societies will be able to have a complete two-way engagement with affected persons and allow for full overview from the first contact and until the final resolution of the case one the other.  

Within the “Testing & Learning” approach, currently under feasibility study, the intention is to make the most of the existing tools from the RFL Ecosystem and integrate what is readily available, or with minimum extension.  This means:

  • Extension of the current Familylinks Answers with new module to respond to the so-called pre-case phase which includes introduction of new channels, and managing activities of direct interaction with affected persons through those channels
  • Extension of Familylinks Website and complete integration of its online registration form with Familylinks Answers.

The Project Manager, as part of RFL Digitalization Program, and in close cooperation with the other Project/Application Managers, is responsible for aspects of the project and ensures the successful delivery of the project within scope, quality, time and budget constraints.

Main duties and responsibilities

  • Maintains a global view on the project progress and expected benefits, as well as a detailed view on the status of individual deliverables.
  • Organizes, prepares, conducts, coordinates, facilitates, and reports on all project management activities necessary to achieve the project´s objectives in accordance to the Project Management Framework.
  • Ensures project controls are monitored and recorded, ensuring any changes in scope, time or budget are validated by the Steering Committee.
  • Reviews/approves work plan of external service provider or consultancy contracted for the project.
  • Ensures the project follows the Project Management Framework, and produces formal documentation and passes official stages such as gateway reviews
  • Revises and defines new project indicators, monitors them, and reports to the Program Manager.
  • Organizes and manages an efficient deployment, training, and maintenance of the solution
  • Establishes and animates a working group of ICRC and National Societies that will contribute to the definition of requirements, testing and piloting the solution.
  • Directly manages the working level partnership with the Swedish Red Cross, and engages their participation in the project.
  • Engages with all the stakeholders, such as Sectors, delegations and National Societies into a change management process to make sure that delegations and National Society set up the proper management system and conditions to receive the solution
  • Contributes to the global change management required to adapt and adopt the new processes related to the new solution.
  • Contributes to and establishes strong links and synergies with other projects with ICT components within the RFL digitalization program and overall within the Digitalization of Operations program.
  • Contribute and participates in establishing coherence and synergies of this project with other institutional projects, notably Beneficiary Platform.
  • Contributes to the training of managers, RFL specialists, data managers and RFL pools members
  • Manage the temporary team assigned to the project
  • Produces a lessons learnt that will be used for the future of the Beneficiary Platform and propose a full scale solution

Scope & Impact

  • Total project budget is typically over Sfr 2 million.
  • The project impacts several units with complex interdependencies that affect deployment.
  • Has to manage high risk with ICRC-wide impact and a broad range of end users.
  • Global impact. Changes are foreseen to multiple processes that require coordination across many divisions or locations.
  • Change magnitude is rated over 50 on the Project Management Office´s project-change scale.

Relationships

  • Internally, interacts with the RFL Digitalization Program manager, the sponsor of the project , the Project Management Office, the Project Board, the Monitoring Panel, the Steering Committee and the stakeholders impacted by the project (directly or through an interdependency). Also interacts with ICT.
  • Externally, interacts with suppliers and National Societies

Education & Experience required

  • Bachelors´ degree in a related field, as well as a Project Management Certification.
  • 10 years of professional experience overall, including a minimum of 5 years´ experience in managing successfully small or medium project(s).
  • Experience with the Red Cross and Red Crescent Movement.
  • Experience in successfully managing and motivating a team.
  • Proficient English speaker; fluency in French is an asset.

Desired profile and skills

  • Experience in working with one or more of the ICRC Protection Ecosystem tools such as Familylinks Answers, Familylinks Website and/or Prot6.
  • Prosci practitioner certification an asset.
  • Financial management experience, budgeting and resource allocation.
  • Strongly motivated by humanitarian work.
  • Able to work under pressure.
  • Team player.
  • Computer proficiency.
