 About the job:

The Information Management Officer is responsible to ensure that all raw data and processed information required to support DRC Afghanistan Country Programmes is collected, cleaned, securely stored, handled, analyzed and disseminated to all relevant stakeholders within the mission. He will assist the Head of MEL in creating and maintaining information management systems and databases, support Programme and MEL teams in collecting and compiling data into those systems, lead data analysis processes and visualization generation for reporting purposes, as well as ensure dissemination of results to Programme teams through adequate and timely information-sharing mechanisms between MEL and Programme teams. In addition, the IMO will strongly support Senior MEL Officers in measuring and tracking progress against indicators on a monthly basis.

Responsibilities:

  • Develop and maintain information management systems, including Project Output Trackers and Indicator / Progress Trackers for all DRC Afghanistan Country Programmes;
  • Develop and maintain a comprehensive, cross-cutting, country-wide Output Tracker / Beneficiary Database (in SQL);
  • Support HoMEL in the creation of a regional IM system (if funded); 
  • Develop and ensure respect of relevant data security protocols for each Programme with particular focus on safeguarding confidentiality of protection clients and sensitive assessment respondents;
  • Ensure all quantitative data is recorded electronically;
  • Lead digitization exercises of questionnaires on online coding platforms or through XLSForms for mobile data collection;
  • Lead trainings of data collection teams on mobile data collection;
  • Lead data entry and cleaning processes to ensure timeliness and accuracy of all data entered in DRC databases;
  • Perform routine and periodic data quality checks, including cross checks between original data sources and electronic databases;
  • Ensure all clean and translated password-protected datasets and transcripts are stored in digital version on online platforms and on Dropbox;
  • Lead systematic development of statistical data analysis frameworks of all MEL-collected quantitative data, including generation of appropriate visualizations for reporting purposes; 
  • Assist Senior MEL Officers and HoMEL in internal and external reporting, including creation of Excel-based reporting templates;
  • Maintain proper processes of data collection, collation, analysis and dissemination;
  • Develop and maintain a Lessons Learned Database based on programmatic learning and monitoring and evaluation findings Support HoMEL in the development and delivery of three capacity-building modules (database development/management, questionnaire coding and data cleaning and analysis) as part of peer to peer training efforts;
  • Collaborate closely with Protection IMO to ensure that all protection-related IM tools are in line with the project MEL plan and meet data needs, including support to preparation of monthly statistics on protection case statuses;
  • Support Programme teams and other information management partners in handling and analyzing assessment, distribution list and post-distribution monitoring data of emergency Programmes;
  • Support Programme teams in improving information management systems related to Hub and Spoke programming, including partial streamlining of receptionist and counsellors’ databases and information-sharing mechanisms between Programme and MEL teams;
  • Design coverage maps in GIS;
  • Assist in other tasks as required by the Head of MEL, including extensive support to all Programmes / sectors whenever deemed necessary;

About you

To be successful in this role you must have:

Experience and technical competencies:

  • Minimum 1-3 years of relevant experience in the humanitarian field;
  • Experience in working in complex and volatile contexts;
  • Good level of proficiency in Word, PPT, Windows Excel and SPSS;
  • Computer programming and software experience such as knowledge of SQL and PHP;
  • Statistical background preferred;
  • Technical experience in GIS;
  • Capacity to think critically and analyses quantitative and qualitative data;
  • Capacity to produce high-quality analytical frameworks, dashboards, visual reports and other information products;
  • Multitasking skills;
  • Demonstrated commitment to meet deadlines and high degree of autonomy in his / her work;

Education & Qualification:

  • University Degree in Information Technology, Information / Computer Systems, Statistics or Social Sciences.

Languages:

  • Fluency in English, both written and verbal;
  • Ability to work in both Dari and/or Pashto.

We offer:

  • DRC will offer the successful applicant a One Year Contract, extendable depending on funding availability and performance.
  • Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for National staff (NTA). This position will be placed at salary D1 – 38000 AFN.
