DRC has been operating in the Middle East and North Africa (MENA) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Algeria, Libya/Tunisia, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman. DRC has 17 offices and approximately one thousand staff members across the MENA region. Following an internal HQ restructuring, from 1st January 2018 the region is focusing on the Middle East (ME), hence Algeria, Tunisia and Libya will transition to a new region during the course of 2018, while Yemen will join the Middle East region.   

 

Background 

In February 2018, the Danish Refugee Council (DRC) established the Mixed Migration Centre (MMC). MMC brings together various existing regional initiatives – hosted or led by DRC – engaged in data collection, research, analysis and policy development on mixed migration issues into a new global network of mixed migration expertise. The MMC is a leading source for independent and high-quality data, information, research and analysis on mixed migration. MMC aims to support agencies, policy makers and practitioners to make well-informed decisions, to positively impact global and regional migration policies, to contribute to protection and assistance responses for people on the move and to stimulate forward thinking in the sector responding to mixed migration. Led by the Danish Refugee Council, MMC Middle East also functions as a joint-NGO initiative, comprised of four partner organizations. Read more about the MMC here: www.mixedmigration.org.

MMC Middle East, housed at the Danish Refugee Council offices in Amman, aims to provide a protection and mixed migration lens by offering qualitative research with an emphasis on holistic, full route analysis, and knowledge sharing among INGOs, academic institutions, think tanks, policy makers, and duty bearers. The primary focus of the work will be on migration governance in the region and Europe, covering bi-lateral agreements, legislative, and procedural development affecting cross-border movement and access to asylum and protection. A cross-regional and comparative analysis of the situation, focusing on the dynamics, complexity, and opportunities of mixed migration, will allow humanitarian actors, governments, and other institutions to improve their response and information provision to migrants, host communities, host and transit governments, and other stakeholders.

 

About the job

Overall purpose of the role:

The Regional Mixed Migration Coordinator will be responsible for the overall strategy and implementation of the MMC programming in the Middle East and Central Mediterranean region, including oversight of the projects led by partners, developing its role in the region, and maintaining activities and deliverables as agreed upon with the Steering Committee, as well as representing the MMC at various policy fora. Anticipated outputs and activities of the platform include major research projects, maps, scenario building, longitudinal trend analysis, roundtable meetings and conferences, bilateral advocacy with relevant governmental and non-governmental stakeholders, and participation in major policy and humanitarian forums.

 

Duties and Responsibilities

Responsibilities:

Management of MMC regional programming

  • Oversight of projects held by MMC- Middle East and Eastern Mediterranean with strategy, workplan and budget oversight including reporting
  • Develop strategy and work plans for the MMC Middle East and Eastern Mediterranean
  • Manage MMC budgets and interventions of various donors including the Swiss FDFA and UK DFID, while maintaining excellent donor relations
  • Responsible for periodic donor reporting
 
Coordination with 4 INGO partners, Consortium Coordination Unit (CCU) in Tunis, and MMC Geneva
  • Regularly coordinate, troubleshoot, and oversee activities of partner organisations working within the framework of MMC Middle East
  • As part of programme implementation task force for the DFID 3M Programme, regularly coordinate with the CCU based in Tunis
  • Participate in bi-monthly internal coordination with MMC Geneva/other regions
 
 Knowledge Management & Research
  • Oversee/guide research and share/disseminate existing data, information, legislation, policies and conventions, reports, best practice experiences and working methods available in the region to assist relevant actors (NGOs, policy makers etc.) in planning their work.
  • Manage the analysis of regional mixed migration data, strategies, policies and legislation, and production and dissemination of quality reports.
  • Facilitate the maintenance of a Mixed Migration Center web portal, to make information and analysis available to regional agencies, local actors, academia, and state authorities.
  • Coordinate and manage research initiatives on areas of relevance and interest, as approved by the Steering Committee, and establish the MMC’s reputation as a pre-eminent research hub in the sector.
 
 Advocacy, promotion of regional dialogue, representation
  • Represent MMC Middle East at relevant policy and research meetings at regional and international levels
  • In collaboration with partners and relevant actors, facilitate and coordinate regular consultations/ workshops and conferences/meetings, to identify areas for research or tools development.
  • Collaborate in the development of a policy and advocacy strategy and in coordination of information campaigns.
  • Support existing forums and members to engage with governmental and inter-governmental actors on mixed migration.
  • Offer MMC analysts and resources to support international and inter-regional conferences, workshops and debates as well as training programmes, all to add value to the relevant sector.
  • Foster conversation and collaboration with other migration research hubs like MHub and RMMS to ensure complementarity of research and coverage.
  • Closely coordinate with the DRC Regional Office, including regional and country protection staff to create effective synergies and contribute to evidence-based programming and advocacy. Participate in relevant DRC internal meetings
 
 Support to capacity building and policy advice
  • Support existing forums in the region with a better understanding of the regional aspects of mixed migration.
  • Identify experts to offer advice/work alongside agencies/state authorities/policy makers.
  • Provide advice on existing tools, training materials and experts on capacity building and response.
 
 Programme Development and Fundraising
  • Develop projects/programme related to mixed migration and raise funds regionally to expand programme outreach
  • Undertake fundraising and donor relations
 
 Required:

Experience and technical competencies:

  • Management and/or coordination experience, ideally in the humanitarian/human rights sector
  • Prior experience in an advocacy and/or policy role is an advantage;
  • A minimum of 7 years of experience from relevant international position;
  • Excellent knowledge of migration dynamics as well as related human rights/protection knowledge and solid knowledge of international law;
  • Have a clear understanding of the regional mixed migration dynamic in the Middle East and Europe;
  • Proven experience in leading and conducting research;
  • Excellent networking skills.
  • Field experience, ideally in the Middle East region;
  • Preferably, similar working experience within an INGO
 
 Education:
  • Advanced university degree in political science, international relations, humanitarian law, migration, Middle East studies or related field
  • Good IT command, solid understanding of web, and database design;
 
 Languages:
  • Fluent in English
  • Arabic or another regional language would be an advantage
