Terms of Reference (TOR) Photographer to document Livelihood’s various projects activities and success stories through photography in Rakhine State, Myanmar

 1.      Background

The Danish Refugee Council (DRC) is a humanitarian, non-governmental, non-profit organization working in Myanmar since 2009 in response to Cyclone Giri and currently supporting operations in four different States (Kachin, Northern Shan, Kayah, Rakhine). DRC expanded its programme to include the provision of shelter, WASH, NFIs, livelihood support and community assistance to the people affected by the June and October 2012 events in Rakhine State. DRC aims to make available immediate relief and protection to displaced people and vulnerable host communities in an impartial, inclusive and neutral manner, adhering to DRCs Code of Conduct and core Humanitarian Principles.

DRCs Livelihoods programme in Rakhine State scaled up considerably since the events of 2016 and in the past have secured multi-donor funding. To a greater or lesser extent, DRC is aligned with categories above, implementing projects incorporating a range of technical areas including: community driven capacity and infrastructure development; youth-based TVET and life skills; microenterprise development; and access to micro-savings. It also provides targeted support to local government departments in the form of skills and facility upgrading in Rakhine states.

2.      Rationale and Context of the Assignment

The Consultant will provide photography services as directed by DRC focal personnel of assigned events, meetings or other photo/video reportage for immediate as well as sharing for both internal and external. In addition, the consultant is expected to provide 1-day training to selected staff on taking pictures with their mobiles and DRC camera. DRC will facilitate and avail requirements for the training including venue, identifying and inviting participants, etc.

The photographer will be recruited on a short-term basis (for 3 working days over the next three weeks) and will be based in Sittwe. The aim is to create comprehensive photo gallery and audio-visual product/s of livelihood project interventions. This will involve conducting field visits to target areas and capturing all required documentation. Ahead of each specific mission, detailed instructions on the expectations of coverage (e.g. the nature of the activities being carried out, the people who will be present on the ground and whether or not they are to appear in the coverage) will be provided by the focal person.

3.      Purpose and Objective of the assignment

The purpose of this assignment will be to show the actions taken by DRC Livelihood projects in response to the specific needs of affected populations including women and children; while providing an idea of damages caused by forced displacements in Rakhine.

Under the supervision of DRC MEAL Team Lead, the photographer will be required to;

  • Capture high quality and resolution images of livelihood’s various programme/project activities from key target areas (Sittwe , Mrauk ..) of Rakhine.
  • Caption each photograph with specific details such as the location taken, name of the person (for portraits), activity, date, project name and donor and any other relevant information.
  • Provide DRC with at least 50 high quality photographs on CD rom or USB from all the projects. The copy right for all these photographs remains with DRC Rakhine.
  • Provide a 1-day training to selected staff on taking and editing pictures using mobile phones and cameras

4.      The expected outputs will be:

The key deliverables of the assignment include:

  • A collection of photographs depicting DRC’s livelihood work across its core programme areas – community driven capacity and infrastructure development; youth-based TVET and life skills; microenterprise development; and access to micro-savings
  •  Edited and captioned pictures illustrating project activities.
  •  Edited and captioned Video showing success and impact of projects on target beneficiaries.
  •  Training report including training support material and training evaluation

5.   Desired background and experience

We are looking for a consultant who fulfil the following key criteria:

  • Minimum Diploma in Photography and/or Journalism or related fields or 5 -7 years’ experience in Photography from recognized Institute.
  • High level of creativity and initiative
  • Previous experience in taking photos for similar purposes or cooperation with DRC is considered an advantage
  • Work experience with INGOs or another agency is an asset.
  • Strong communication skills with fluency in written and spoken English and preferably local language.
  • Ability to work with different teams, and deliver to deadlines.

 

6.      Conditions (Important)

  • Fee will be paid at once following effective and satisfactory delivery of all required outputs as per the agreed rates.
  • Fee will be paid in USD, on submission of an invoice.
  • Consultant will be expected to use own Camera and accessories, Computer and communication technologies
  • Travel will be arranged with the DRC office, and DRC will provide transport to all sites needed to meet with stakeholder groups.
