Background

The Danish Refugee Council (DRC) is a humanitarian, non-governmental, non-profit organization working in Myanmar since 2009 in response to cyclone Giri and currently supporting operations in four different States (Kachin, Northern Shan, Kayah, Rakhine). DRC expanded its program to include the provision of shelter, WASH, NFIs, livelihood support and community assistance to the people affected by the June and October 2012 events in Rakhine State. DRC aims to make available immediate relief and protection to displaced people and vulnerable host communities in an impartial, inclusive and neutral manner, adhering to DRC’s Code of Conduct and core Humanitarian Principles

The project entitled “Poverty and Hunger Alleviation through Support, Empowerment and Increased Networking (PHASE IN)” aims at contributing to the reduction of poverty and hunger in Central Rakhine by enhancing livelihoods, food and nutrition security for targeted communities.  Overall objective of the project is to contribute to food- and nutrition-secure households and resilient communities in Myanmar. This project is funded by the European Union (EU) and commenced in April 2017[1] and will end in June 2021.  The project implemented by a consortium of two NGOs, namely Danish Refugee Council (DRC) [acting as lead partner] and Action Contre la Faim (ACF) implementing the project in Kyauktaw, Minbya, Mrauk U and Sittwe Townships, Rakhine State, Myanmar. In Sittwe and Minbya Townships ACF targets approximately 54 villages in Central Rakhine, with a total target population of around 16,200 people. The intervention specifically targets highly nutritionally vulnerable households including female-headed households. DRC targets 60 villages in Kyauktaw and Mrauk U Townships, with a total population of 9,658. The action will benefit 25,858 households in both camps and villages.

One of the outputs of the project is improve the number/diversity of income streams and increased savings (off farm). In a predominantly rural location, dependant on agricultural (and specifically seasonal paddy), this activity aims to create more diverse income sources beyond farming and to increase income.

The project will support for new small businesses/livelihood initiatives. Beneficiaries will receive cash management and business planning training. The project will support a small, targeted group of beneficiaries with market-driven business/livelihood ideas to ensure new businesses/livelihood activities add value to village-economies; better targeting of beneficiaries from the ‘upper poor’ and mid-level wealth bands who are more likely to succeed in business. DRC will build the capacity of its field staff that will provide coaching and mentoring from during the crucial early days of starting new businesses or setting out in a new trade. A good business plan shall ensure enterprise competitiveness resulting from the management of cash flows, allocation of resources, communication of course of action and securing of funds.
