Background 
 
DRC has been operating in Greece since December 2015, providing support to the Greek Ministry of Migration Policy in ensuring dignified reception conditions for refugees and migrants arriving on Lesvos island. In March 2016, DRC expanded its operations in Athens, in response to the changing context and the build-up of refugee population on mainland Greece. 
 
Purpose 
 
Under the direct management of the Head of Programmes (HoP), the MEL Coordinator, in close collaboration with other Programme staff (Programme Coordinator, Reporting Officer, Grants Specialist etc.), will be responsible for coordinating, monitoring and ensuring timely and quality implementation of DRC MEL activities in Greece. Amongst others, this includes the rigorous follow-up of all MEL-related plans to monitor quantitative and qualitative progress, document lessons learned and improve programme design/implementation where needed. The MEL Coordinator supervises (technically manages) the MEL teams in all field locations of DRC Greece. 
 
Duties and Responsibilities 
 
The main responsibilities include, but are not limited to: 
 
Management and Programme Quality 
 
Coordination and oversight of all aspects of MEL processes from contributing to the development of MEL plans to implementation at field level in line with DRC’s minimum operational standards for monitoring, evaluation and learning (MELMOPs); 
Ensures timely implementation of M&E and Learning plans; 
Provide technical support to area-based MEL Officers and Assistants with a view to ensure coherence in survey design, qualitative and quantitative data collection and analysis to support programme development and quality; 
Capacity building of MEL Officers and Assistants on data collection, analysis and report write-up by regularly providing feedback and guidance; 
Quality assurance of data collection and data entry processes, including ongoing work to improve and update data collection, consolidation and analysis tools; 
Create and maintain a recommendations’ tracker to follow-up on previous recommendations’ level of implementation; 
In close collaboration with the IM officer, ensure the use of standardized tools and approaches throughout the country; 
Coordinate the dissemination of key findings to the respective programme units in varied ways, with the aim to enhance evidence-based decision making and planning; 
Support the ongoing improvement of organizational learning and knowledge management at project and country programme levels; 
Provide support in managing the various databases and summary sheets to oversee measurement of achievement and progress toward set targets; 
Ensure successful roll out and sound management of information systems in all programme areas; 
Work closely with sector-specific technical advisors to ensure information-sharing and integration between MEL and other sectors; 
Contribute to the development of technical MEL components of proposals, donor reports, advocacy and learning notes and other MEL-related reports as required. 
 
Management
 
Ensure full compliance with DRC and donor financial guidelines and policies 
Human Resources and Personnel Management 
Technically supervise the MEL Officers in all field locations of DRC Greece; 
Supervise the Programme Compliance team; 
Participate in recruitment processes and ensure that relevant staffing structures are in place; 
Together with the Area Managers, provide feedback and contribute to staff evaluations conducted on a regular basis. 
 
Reporting  
 
Ensure compliance with internal reporting system and donor requirements.  
 
Security 
 
Comply with DRC safety and security procedures. 
 
Required Qualifications 
 
University degree in international development, behavioral/social sciences or a related subject; qualitative and quantitative research methods component a strong advantage; 
A minimum of 3 years experience in project cycle management in the not-for-profit sector; 
A good knowledge and understanding of project monitoring tools and techniques, including log frame approach and indicator measurement and follow-up; 
Ability to design M&E tools including surveys, interviews and FGD questionnaires; familiarity with participatory M&E techniques an advantage; 
Experience with qualitative and quantitative data collection, interpretation and analysis methods; 
Knowledge of data collection and analysis software (SPSS, ODK, Nvivo or similar software for qualitative data analysis) considered an advantage; 
Ability to present and meaningfully disseminate findings addressing to a variety of audiences; 
Experience in training, capacity building and mentoring staff; experience in managing multicultural teams is an advantage; 
Fluency in both written and spoken English and Greek is required;

DRC will offer the successful candidate a challenging job in our interesting program in Greece, based in Athens with frequent travels to other locations.

General Regulations 
 
The employee shall follow DRC instructions on safety, confidentiality and ethical guidelines, including the Code of Conduct and the Humanitarian Accountability Framework. 
Employee should not engage in any other paid activity during the DRC contract period without prior authorization. 
Employee should not engage in any activity that could harm DRC or the implementation of any project during the DRC contract period. 
Employee should not give interviews to the media or publish project-related photos or other material without prior authorization. 
Employee shall return all borrowed equipment for the project to DRC after the end of the contract period or upon request.
